Philippine: Project Coordinator and Senior Advisor (Consultant)
GGGI Philippines looks for a highly qualified Project Coordinator / Senior Advisor (Consultant) who will provide a) advisory and coordination support to sustain the commitment of project partners and key stakeholders, including leading, designing and managing strategic level consultations, meetings, workshops, and other events consistent with the objectives of the multi-year project; b) technical inputs to ensure that project activities and outputs meet the expected quality and timeline while managing implementation risks; c) strategic inputs to develop synergies and explore resource mobilization opportunities with relevant projects of the government and other development organizations.
Introduction
GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
In the Philippines, GGGI is implementing the Climate Resilient and Inclusive Green Growth Project: Accelerating Implementation in the Agriculture Value Chain with co-financing from the Korea International Cooperation Agency (KOICA) and in partnership with the national and provincial government partners in the Philippines. This project aims to mainstream climate resilience and inclusive green growth in the agriculture sector of Oriental Mindoro. The project seeks to address three interlinked challenges that hinder climate resilient and inclusive development of rural communities in the Province of Oriental Mindoro, which are: 1) Low adaptive capacity against short and long-term risks of climate change among rural communities and agri micro-enterprises in Oriental Mindoro, 2) Poor development of agri micro-enterprises, and 3) Limited capacity of government and non-government stakeholders to design and implement climate resilient green growth initiatives at scale.
In order to address the challenges, the project is composed of three main outcomes: a) Outcome 1. Greater climate resilience of farmers, agribusinesses, and vulnerable local communities achieved through the implementation of evidence-based climate policies in Oriental Mindoro; b) Outcome 2. Design, financing, and operationalization of micro-enterprises and a Provincial Agricultural Center (PAC) in Oriental Mindoro; and c) Outcome 3. Improved capacity of government and non-government stakeholders to implement climate resilient, inclusive and green agriculture value chain projects in Oriental Mindoro.
Aside from these three projects, GGGI's Philippines Country Office regularly provides policy and investment advisory services, aligned with the GGGI Philippines Country Planning Framework 2021-2025 to promote Green Investments (including the task related to the Green Climate Fund), Climate Action, Climate Resilient Agriculture, Solar Energy, and Green Industries in the next five years.
Scope of Work
The Project Coordinator / Senior Advisor (Consultant) will be responsible for undertaking, but not limited to, the following activities:
Task 1: Planning, Execution, and Quality Control of Project Outputs and Outcomes. The Consultant will provide advisory support critical for the successful achievement of Project Year 2 milestones for Outcomes 1, 2, and 3 by:
Providing technical inputs to project activity design and implementation by examining and recommending options to ensure the efficient completion of activities and delivery of outputs, including direct involvement in stakeholder engagement by the Consultant
Analyzing project implementation risks (i.e. technical, political) and proposing mitigating measures
Undertaking a systematic review of project outputs, along with the members of the Project Management Unit and partner agencies, and providing technical inputs to service providers to address outstanding issues
Analyzing project activities and outputs and provide recommendations to ensure that these are consistent and on track in achieving project outcomes
Task 2: Coordination and Communication. The Consultant will:
Initiate and undertake high level and strategic communication with Project Partners and stakeholders to foster productive working relationship with GGGI, address implementation concerns, and ensure attainment of project development objectives
Lead preparation and administration of meetings of the Project Management Unit (PMU)
Task 3: Strategic and Coordination Support (not limited to the project aforementioned) The Consultant will:
Provide coordination support dealing with key government stakeholders and technical input to ensure the robust operation of the country office.
Explore, advise and initiate potential collaboration between the project and relevant programs of Government agencies and development organizations.
Output/Reporting Requirements/Deliverables
S/he will report directly to the GGGI Country Representative, Philippines, and coordinate with concerned staff of the GGGI Country Office / HQ and project partners, if necessary.
Qualifications/Experience/Expertise
The Consultant is expected to possess the following qualifications:
University degree in environment management, economics, policy analysis, development, environmental law, international business, data analytics, or other related disciplines related to green growth, sustainable development.
Minimum 10 years of relevant professional experience in design, implementation, and management of development projects that are implemented with local stakeholders.
Excellent capacity in coordination and stakeholders management. Demonstrable network or experience in government system and/or international organization is a plus.
Good appreciation of project implementation challenges given the institutional, technical, and capacity context in the Philippines.
Operational understanding of climate change related challenges in the Philippines, particularly in the context of local government units, micro-small and medium enterprises, and agriculture value chain development.
Able to work as a team, with high quality of public officer's mindset working for the beneficiaries.
Able to work under hybrid working modality - both offline and online - when required and as directed by the supervisor.
Able to effectively communicate with the organizational structure and key actors in Government and non-government development agencies, handle complex multi-stakeholder relationships, and maintain a high degree of professional integrity.
Efficiently works with multi-disciplinary and multi-cultural teams.
Demonstrates maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI and its partners.
Excellent communication skills in the English language and able to prepare concise advisory reports for a range of stakeholders.
Additional Information
Total contract fee during the period will be up to USD 28,000 (dependent on candidate's credential)
