Functional Description:The purpose of this position is to oversee the payroll function including the processing and payment of hourly and salary payroll and all employment related taxes and oversee the proper compliance with Local and other relevant guidelines. The position will promote quality and integrity of the accounting output by effectively managing all aspects of the corporation's payroll processes through effective communication and a positive customer service attitude. This includes building/maintaining a cohesive and effective staff; day-to-day management of departmental staff; modifying and maintaining policies; continually seeking mechanisms to streamline and automate processes; and building and maintaining relationships with key internal and external stakeholders.
Essential Duties and Responsibilities:
Oversee the processing and recording of salaried and hourly payrolls, commissions, bonuses, and equity related taxes to assure accuracy, timeliness and compliance with all regulations
Supervise and mentor the Payroll department including oversight of the payroll process and payroll check runs
Stay abreast of Local legislation and tax laws affecting payroll
Support administration of payroll systems
Perform all accounting duties related to the payroll function to including analysis and preparation of general ledger account reconciliations for all payroll and payroll benefit accounts.
Ensure complete and filing of all payroll tax reporting paperwork in an accurate and timely fashion
Ensure compliance with reporting requirements
Review prepared periodic reports of earnings, taxes, and deductions
Prepare funding requests for Payroll checks, Direct Deposits, Payroll taxes, Benefits and other employee withholdings. As well as sending all required electronic data to banks and other outside parties as appropriate
Prepare annual payroll forecast for FP&A department in support of budgets and forecasts
Assist with audits and timely preparation of needed reports to auditors
Work closely with Finance and Accounting teams to review and update process and control documentation as appropriate
Work with Accounting for periodic close requirements
Coordinates closely with Third party payroll partners

Supervisory Responsibilities:Directly supervises employees in the Payroll department. Responsible for the overall direction, coordination, and evaluation of this team. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraisal performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems. Accountable for all work produced by the team.

Ability to demonstrate a high degree of mental effort - nearly all duties performed under tight deadlines and under the scrutiny of corporate stakeholders
Ability to plan, manage, and complete regular and special projects associated with general ledger and account reconciliation responsibilities. Must be able to analyze accounting processes, procedures and controls and suggest and implement improvements
Ability to construct financial & other reporting models to assess and report performance. Create ROI proposition on special projects and as requested.
Excellent communication skills in dealing with internal contacts and outside third parties. Must have a customer service attitude that builds and enhances positive relationships with the organization and payers.
High regard on confidentiality of information and data privacy requirements
Exercises judgment within defined procedures and practices to determine appropriate action
Education and/or Experience:
Bachelor's Degree (B.A.) from four-year college or university in accounting or related field; min 10 years experience in payroll role with increasing responsibilities and at least 5 years I leadership role
With experience related to shadow payroll and expatriation payroll requirements
CPP designation preferred
Familiarity with ADP and Success Factors preferred
SOX experience preferred
SAP, Oracle or other major ERP system experience required as is advanced Excel skills.
Extensive project management skills
Strong PC skills--proficiency in Excel required
Excellent written and oral communication skills
Proven ability and desire to work in a team environment
Excellent interpersonal and communication skills
Language Skills:Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and professionally respond to technical and complex questions from groups of healthcare professionals, managers, clients, customers, and the general public. Ability to effectively interact with international customers and their local customs as needed. Mathematical Skills:Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability:Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills:Possesses strong computer skills, including advanced proficiency with Word, Excel, Access, Outlook, and/or PowerPoint. Oracle or other major ERP system experience is required. May be required to learn more complex computer programs, GoToMeeting, or other web-based meeting and download software.
