Background Information - Philippines
Established in 2016, UNOPS Philippines provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funds from the European Union (EU), UNOPS supports the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government under the Governance in Justice (GOJUST) Programme (GOJUST2) through procurement, logistics, and grants management to push forward the justice reform agenda of the Philippine government through innovations and interventions; as well as providing grants to civil society organisations to improve access to justice of marginalised groups. In the Support to the Bangsamoro Transition (SUBATRA) Programme, UNOPS is working with the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government strengthening capacities of the executive, legislative and judicial branches to ensure a smooth transition, also with funds from the EU.
In the health sector, UNOPS works with the Korean International Cooperation Agency (KOICA) for the construction of health facilities in Eastern Samar, and with the DOH / ADB in the HEAL project (Health System Enhancement to Address and Limit COVID-19).
The UNOPS Philippines Office is part of the UNOPS Cambodia Multi-Country Officer (KHMCO), which provides oversight, support and services to UNOPS operations in the country offices.
UNOPS Philippines is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio of projects and programs in the infrastructure, logistics management, procurement in health, rule of law, and governance sectors and subsequently is looking for qualified and committed experts.
Project Background Information - SUBATRA
The Support to Bangsamoro (SUBATRA) Programme) is an EU-funded project that aims to achieve a smooth and timely implementation of the transition of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government and also strengthen the capacity of the Justice System and CSOs to contribute to a peaceful transition.
UNOPS will support the implementation of the SUBATRA Programme by providing logistical support (organisation of activities i.e. training, workshops, seminars, study tours, etc.) and procurement of necessary equipment.
The ideal candidate has demonstrated experience working with strategic partnerships and political positioning, an excellent knowledge and understanding of the BARMM Government context, as well as outstanding networking and communication skills.
The Partnerships Development Advisor will be working closely with the Project Manager (PM) ensuring smooth coordination between the BARMM government and the Project Team. He/she will be responsible for providing advice and facilitating decision making at the BARMM government leadership level for the successful delivery of intended outputs of the project.

Under the supervision of the Country Manager, the incumbent is responsible for the development and implementation of the partnership strategy with the BARMM Government. He/she will also work closely with implementing partners, AECID and Particip.
He/she will build on existing partnerships and ensure that actions and initiatives undertaken are aimed at achieving long-term success that provides value generating services to the BARMM government.
The initiatives to be undertaken by the incumbent include, but are not limited to, the following:
Deepen and expand the strategic engagement with the BARMM government through the implementation of partnership engagement strategies, with a view of being: (1) known as a solutions organization, (2) recognized for the value of UNOPS services, and (3) a resource in helping our partners deliver their vision.
Lead and expand the development of UNOPS partnerships with the BARMM Region in infrastructure, positioning UNOPS to offer support that enables key partners to deliver on their mandates.
Meet and build working relationships with key personnel working in partner organisations. In particular, maintain and develop a large network amongst relevant AECID, EU and TAT personnel and within the BARMM Government.
Provide advice and support to the Country Manager in regard to partnering with BARMM- based partners on infrastructure projects, including through field support missions, and provide continuous analysis and guidance on funding trends and opportunities.
Spearhead the sharing of knowledge related to BARMM-based partners across the organization, including identification and dissemination of best practices and lessons learned, with a view of continuous improvement of our partner engagement in the field.
Facilitate the negotiation of new Framework Agreements, and/or MOUs with development partners and maintain existing ones. Coach the UNOPS project team on appropriate engagement modalities, including through targeted training.
Facilitate high-level meetings between UNOPS senior management and BARMM-based partners, including during key events such as relevant conferences and other forums.
