Cable Network Engineering and Civil Works Construction and Testing Requirements
- Prepare & update database of various Program.
- Secure approved joint staking date with the vendor, globe sales & representative
- Attending the Joint Staking Proper, validate engineering plan based on Globe Standard.
- Review & validate submitted engineering plan & related engineering documents
- Perform QAT on OSPMS based on approved engineering plan
- Prepare Method of Procedure (MOP) for knockdown/insertion & secure approved date of the activity.
- Preparation of related documents needed before the knockdown & insertion activity.
- Witness all civil works related construction requirements and testing activities to be done by the vendor and accredited testing agencies in accordance with specified parameters and requirements as indicated on Globe's OSP Design and Standards Handbook.
- Witness all underground construction works for OSP build to be done by the vendor and ensure compliance to set construction, safety and best practices standards during the conduct of the construction.
- Conduct & recommend PAT & FAT on site approval & check if based on Globe Standards
- Attend, witness and enforce correct & accurate execution of all OSP integration activities as stated on an approved Method of Procedure (MOP) to be issued by Globe.
- Perform UAT on OSPMS based on approved as build
Civil Works Construction and Testing Requirements
1. Witness all civil works related construction requirements and testing activities to be done by the vendor and accredited testing agencies in accordance with specified parameters and requirements as indicated on Globe's OSP Design and Standards Handbook.
1.1 Concrete Testing - for manhole/handhole, basepad and concrete slab protection
1.2 Rebar Testing - for manhole/handhole, basepad and concrete slab protection
1.3 Manhole/Handhole or service box Concrete Pouring and launching (prefab or cast-in-place)
1.4 Basepad Construction (Concrete Pouring)
2. All testing under 1.1 and 1.2 shall be performed on duly accredited testing centers/agencies/laboratories only
3. Samples for item 1.1 and 1.2 that will be subject to testing shall be in accordance to the required number of specimen per batch as stated on Globe's OSP standards
4. All results of testing 1.1 and 1.2 shall meet the required parameters as stated on Globe's OSP standards handbook. Any "FAIL" on any criteria shall be subject to replacement and/rectification of the affected batch.
5. The "DOER" shall ensure compliance of the vendors in performance of all items herein stated in accordance to the correct sampling, testing process and PASS/FAIL criteria as set forth on the established standards and guidelines.
6. For item 1.3 and 1.4, the "DOER" shall enforce correct placement of the MH/HH or Basepad based on the AFI location. Team shall not proceed if there are major deviations from the AFI Plan and construction details reference Globe standards.
7. The "DOER" shall accomplish and record all activities stated on item 01 and shall provide Globe with a report on the outcome of the activities. The "ACTIVITY REPORT - OSP Civil Works" report template shall l be provided by Globe. These shall contain, but not limited to:
7.1 "DOER" Detail (Name, designation, etc.)
7.2 Project Details
7.3 Activity Description (i.e Testing or Concrete Pouring)
7.4 Activity Details (When, Where, Who, Batch)
7.5 Pictures with Description
7.6 Assessment on Testing/Construction Process compliance (including safety compliance)
7.7 Testing Results (Results, PASS or FAIL remarks, action needed to be done)
7.8 Endorsement to Globe for item acceptance or rejection.
Underground Construction Works
1. Witness all underground construction works for OSP build to be done by the vendor and ensure compliance to set construction, safety and best practices standards during the conduct of the construction.
1.1 Open Trench works (manual or mechanized including microtrench works)
1.2. Horizontal Directional Drilling or Trenchless methodology
1.3 Test Pits
2. The "DOER" shall ensure that the vendor have sufficient, adequate and correct tools and equipment in relation to the solution or methodology to be employed. The doer shall check status of such equipments if in good working condition and shall get details like manufacturing date, last maintenance date, recalibration dates as necessary and the like.
3. The "DOER" shall ensure that the vendor has competent, qualified and licensed (as applicable) operators of such equipments to ensure maximum output.
4. The "DOER" shall ensure vendor is in compliance of all necessary safety devices on the construction area and shall enforce personnel of adequate PPE during construction proper. Signages shall also be placed and warning signs located at its most optimal position. All signages shall be in accordance to Globe OSP standards and guidelines.
5. The "DOER" shall check correctness and accuracy of the "line" or "route" construction based on the plan (AFI). Most critical is compliance of the depth of excavation (for Open Trench) and depth of drill (Bore log based on target bore profile indicated on the AFI). The "DOER" shall document these depth by measuring it from Ground level and show/keep pictures as evidence and will form part of his report. Also, the "DOER" shall be aware of adjacent facilities and will do on-site-during-construction spot check if any facilities are at risk of being hit.
6. Any deviations from the plan or any risk present on site (i.e. close proximity to adjacent facilities indicated on the AFI or newly found), the doer shall coordinate with Globe and seek direction real-time. Only Globe shall be responsible to issue and Site Instruction or Work Change Request to cover for any changes brought about by actual site conditions, challenges and the like. This will be the basis of the construction to continue with deviations from the original AFI Plan.
7. All materials to be used shall be Globe type-approved and PDI'ed as necessary (i.e. Pipes, etc). Such proof shall be shown by the vendor to the "DOER" as part of his checklist. Any deviations will require Globe approval.
8. The "DOER" shall prepare and issue a "DAILY PROGRESS REPORT" to document all site construction condition as itemized above. Template and checklist shall be provided by Globe
