Job Description :
Purpose of the Role:
The Operations and Regulatory Manager leads GBO Manila's operations and local compliance agenda . This role collaborates with the Regional Financial Controller/ General Manager to develop corporate and operational strategies and is charged with facilitating these efforts across operations. The ORM(Operations and Regulatory Manager) is responsible for providing strategic leadership for the company by working with the Leadership Team to establish long-range goals, strategies,
plans and policies, along with providing direction in the achievement of those goals. Central to this role is building positive and lasting relationships between shared service center and its stakeholders. And this role is also expected to head all of operations agenda, such as, efficiency drive, BCP, monthly performance review, annual stakeholders satisfaction survey and etc.
As a separate entity, GBO Manila is registered in PEZA (Philippines Economic Zone Authority) which gives a great tax and local regulational benefit. To maintain this legal status, GBO Manila should comply all local requirements as
below :
Regular reporting submissions of monthly performance report (EZMPR)
Annual PEZA report with audited financial statements
Quarterly income tax returns, GIT to the BIR and the O.R. of payment of 2% of the 5% GIT to the LGU).
Compliance with the National Building Code of the Philippines (NBCP),
Certification from three (3) labor agencies (Department of Labor and
Employment, National Labor Relations Council, and National Conciliation and Mediation Board) stating that enterprise has no
pending labor case(s)
Dealing and supporting local employee labor relating issue
Responsible for providing oversight over service delivery's KPIs & controls and drive actions
Ensures that governance over service delivery in aspects of operations sustainability and continuity (process documentation, FTE analysis, process management and other similar activities).
The ORM is primarily responsible for maintaining relationship with PEZA by ensuring all the above requirements are executed accurately and on time. The role is also responsible for maintaining key relationships with government
agencies and represents GBO Manila's agenda across external stakeholders. The ORM is the owner of the Entity wide of Controls in Manila GBO CARM strategy
Operations/ Governance:
Define standards , policies, procedures, measures and organizational enhancements to meet company goals for operations
Manage the task split tool data for all processes/towers and manage change note process
Full responsibility of managing and influencing relationship with government agencies such as PEZA, Bureau of Customs, BIR, DOLE and etc.
Accountable for the accuracy and timely submission of PEZA requirements to maintain qualification for local tax benefit
Leads the preparation for external, internal (including EWC CARM) and GAR audits
Responsible for the filing of tax return and ensures proper maintenance of accounting records and documentation in compliance with Regulatory requirements and Company policies
Collaborate with the leadership team to develop and implement plans for the operational infrastructure of systems, processes and personnel designed to accommodate the rapid growth objective of the Centre
Responsible for the measurement and effectiveness of all processes internal and external and provide timely, accurate and complete reports on the operating condition of the Company
Provide direction to a service organization that mirrors the adopted mission and core values of the company
Act as BCP and Health and Safety Lead in Manila
Coordination with the local legal counsel regarding the compliance with the Data Privacy Act of 2012. Implementing Rules and Regulations (IRR) has been released in Sept 2016. Facilitate submission of requirements and the registration with the National Privacy Commission (NPC)
Leadership Responsibilities:
This role is an individual contributor
This role collaborates with the Regional Financial Controller/ GM in leading GBO Manila's long range strategies and is expected to influence tower leadership teams to align with the overall strategy of the centre
Qualifications and Experience Required:
Finance, controls and compliance experience (preferably in a large Shared Service environment)
Strong knowledge and back ground of local Regulatory requirement
