URC has been active in the Philippines since 2007 as an implementing partner on USAID-funded activities in the area of TB prevention and control, family planning, adolescent reproductive health, maternal and child health, HIV/AIDS, health systems strengthening, mental health, as well as social and behaviour change communications. URC is preparing for an anticipated USAID-funded TB project that is expected to be releases in March - April 2023. Responsibilities: The MERLA Director will be responsible for leading all MERLA-related activities, including performance monitoring, data analysis, and strengthening monitoring and evaluation systems and program learning. The MERLA Director is responsible for liaising with relevant partners to monitor, collect, and analyze the performance of TB programs and activities to build the capacity of local partners in data management and use, and ensure data quality. Specific responsibilities include the following: Establish and maintain systems to measure, compile, analyze and report activity data at all levels, ensuring that all activity interventions are designed with MERLA plans and activities; including comparing performance between US Government (USG)-assisted and non-USG assisted sites; Provide technical guidance and support to sub-awardees in the design, execution, monitoring, and evaluation of the effectiveness of TB interventions; Work closely with project field staff, health providers, community groups, and other stakeholders to provide technical assistance to monitor and evaluate the project; Provide regular activity reports to USAID and other reports as needed; Produce analysis of program data, identify methods, and together with program staff, use results to provide recommendations for program improvement; Build National TB Program (NTP) capacity to gather and analyze data for program improvement; Review, adapt or design standardized tools and performance indicators to measure health facility and community-based interventions that capture TB-related outcomes; Assist with designing interventions that build the capacity to improve data collection, statistical analysis, and use of data to guide TB program implementation at the institution, facility, and community levels. Manage a team of direct reports. Qualifications: Master's degree or higher in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, or a related field. Minimum of 10 years of work experience in establishing/designing M&E systems and tools and managing data-intensive health programs including the use of gender-disaggregated data, for decision-making. Minimum four (4) years working on TB or other infectious disease programs in the Philippines or demonstrated working knowledge of Philippines' monitoring and evaluation processes as related to data collection for performance-based reporting. Experience working with USAID, CDC, PEPFAR or other major health donors/programs. Demonstrated experience and knowledge in health programs to provide support and guidance to project staff, Department of Health (DOH) officials, health providers, community organizations and other stakeholders in designing, monitoring and evaluating the quality of health program management. Demonstrated experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators. Demonstrated ability to obtain, analyze, organize and interpret relevant data and use them to design or critique TB interventions and improve program implementation. Demonstrated capacity to coordinate and execute evaluations and implementation/operations research, including experience developing terms of reference, recruiting, training, and managing a diverse team and analyzing and preparing data and final reports. Excellent reporting writing, analytical and communication skills, including oral presentation skills. Only shortlisted candidates will be contacted.
