About the project
The programme 'Connecting, empowering and transforming for a more sustainable and inclusive world' 2017 - 2021, is funded by the Directorate General for Development (DGD) of the Belgian government. It aims to improve the livelihoods of family farmers and small-scale entrepreneurs in metropolitan Manila, and 3 provinces of Bicol (Camarines Sur, Camarines Norte, Sorsogon). This is done through the strengthening of their member-based organisations that they seek support from to improve their business environment, productivity and voice in society. Trias believes that a higher participation of these groups in the economy will lead to a more stable and more prosperous and inclusive society.
The Philippine programme seeks to substantially increase the income and wellbeing of family farmers (FF) and small-scale entrepreneurs (SSE), and within these the subsistence family farmers and small-scale entrepreneurs, women and youth, and other excluded groups. They are empowered to achieve their social, economic and political inclusion in the whole realm of the development process. Vehicle for the promotion and the sustainability of their development are their cooperatives and associations or Member-Based Organizations (MBOs) with a mission and culture of inclusive economic development. Nine (9) MBOs in Bicol region and in metropolitan Manila are provided with holistic capacity building to become more relevant, effective, representative, inclusive and sustainable. They are supported to work structurally and transform the organisation towards equality in favor of the above target groups in the organisation, enterprise, and ultimately in the household, the state and society; particularly in their access to economic resources and assets, and inclusion in economic value chains, responsibilities and decision taking, and social and climate risk protection services.
The MBOs' social enterprises are strengthened to bring in economic and social equalizing measures that improve FF and SSE production and marketing efficiency, and market access, in general, and especially in the value chains of organic rice, abaca (manila hemp), dairy, pili nut, pineapple, coconut, citronella, fishery, home/community based industries and mass consumer goods. They provide secure and equal access to tailor-fit integrated business services; productive resources and inputs; technical knowledge; finance; market positioning and value addition, including services enhancing climate risk resilience and environmental sustainability. Lobby and advocacy are strengthened for the MBOs to become a voice reckoned with in inclusive economic and social development. Strategic partnerships are sought with multiple private and public stakeholders for sharing of knowledge, expertise, technology, resources, and business links.**Scope and content of the assignment**
This assignment concerns the end-of-project survey for the DGD programme in Metropolitan Manila, Camarines Norte, Camarines Sur and Sorsogon. The following information will be collected using tools developed by Trias:
The gross domestic product (gross income) of the household
An overview of assets owned by the households
An idea of the general well-being/quality of life
Socio-Economic Empowerment and Growth Orientation of SSE and FF
Job requirements
The consultant should have profound knowledge of monitoring and evaluation methods for international development programmes and have insights in economic development models. S/he should have relevant experience in studies and evaluations for NGOs. The consultant needs to have good language skills in English, while knowledge of Tagalog and Bisaya is an advantage. Furthermore, the consultant must have good working knowledge of statistical software and access to the relevant software (e.g. Excel, SPSS).**Expected output**
All data files, cleaned, in Excel
A report containing the following chapters:
Overview GDP distribution in 2021: Graph showing the overall GDP distribution of the sample, followed by a brief analysis at least featuring:
Average GDP (current)
Average GDP per quintile, from poorest to richest (current)
Analysis of the difference of the baseline and the end of project data
Overview GDP per sector: Graph showing the relative importance of the different production classes for the average households followed by a brief analysis, giving sufficient attention to the relative importance of the specific value chains such as pineapple, rice, pili, abaca and handicraft, dairy, aqua products and non-agricultural sources of income in the total income. The analysis of the changes in the on the data from the baseline against the end of the project.
Overview of assets and analysis
Graph of MBO services: An analysis in included of the relation between the services and the GDP.
Overview of wellbeing results questionnaire and related items: An analysis will be included in relation to the economic empowerment of the women. Correlation is made with the services of the cooperative provided.
Women's socio-economic empowerment graphs per section: The analysis must include the comparison of the results of the baseline data collection and the end of the project.
Methodology
The assignment concerns a survey and quantitative data analysis.
Tools
Trias will share to the consultant:
GDP(+) tools for farmers and entrepreneurs
Manual
Questionnaire on women economic empowerment
The consultant must contextualise the tool (i.e. adjustment of the tool to the local context, where needed). This is done together with Trias' advisors and the partner organisations.
Sampling
Randomised from a list of future beneficiaries of the DGD programme
Located in the intervention zone of the programme.
Households should be possible to revisit at the end of the programme (GPS data should be collected).
The consultant is requested to do a proposal for the sampling methodology.
The consultant will work as much as possible with staff from the partner organisations or with students for the data collection exercise. In the planning, proper testing of the questionnaire will be conducted.
