Title: Medical Consultant's Support to COVID-19 Vaccine Roll-out in REACH II Targeted Areas to A2 and A3 Priority Groups
Purpose: To facilitate timely humanitarian support in the implementation of COVID-19 Vaccination Roll-out to A2/A3 Priority Groups in Targeted REACH II Areas
Location: Iligan/Cotabato
Reporting: Head of Project
Duration: 50 days (1.6 months) - within 6 months
I. ABOUT THE COVID-19 RESPONSE
The European Union (EU) has allocated 800,000 Euros (approximately P47 million) to help with the pandemic response in Mindanao's conflict-affected provinces. The EU funding, which is expected to benefit approximately 70,000 Mindanaoans, will support a consortium of partners on the ground from Action Against Hunger, CARE International, and Oxfam International in assisting with vaccination roll-out in the region particularly for the A2 and A3 priority groups. The record increase in COVID-19 cases and the threat of the more virulent Delta Variant endangers the lives and livelihoods of many Filipinos in areas where access to medical care is limited. EU's support will ensure that vulnerable and marginalized people receive critical health care during this difficult time. This includes facilitating access to COVID-19 vaccines as well as assisting local governments and health care authorities in implementing vaccination campaigns and demand generation in order to ensure that marginalized people in Mindanao's 19 municipalities better understand the benefits of vaccination.
II. SCOPE OF WORK
The medical consultant will be working closely with the Head of Project based in Iligan and will have the following scope of work:
1.1 Work closely with the project team in planning and implementing the COVID-19 vaccine roll-out activities in the area.
1.2 Provide high quality advice to the project teams, LGUs and local health offices on:
1.2.1 the development of plans and strategies to increase vaccination coverage for A2 and A3 priority groups in coordination with LGUs, health officers and in LDS and Maguindana
1.2.2 on improving efficiency and accuracy of medical screening/health counselling to A2 and A3 priority groups
1.2.3 improving efficiency of online vaccine reporting and strategies on securing needed vaccine from respective higher-level authorities
1.2.4 Improving accuracy, completeness and speed in performing post-vaccination monitoring for AEFI including post-vaccination counselling and referral processes of moderate and severe AEFI
1.2.5 Identifying synergies and complementary actions to increase vaccine coverage
1.2.6 identifying strategies in lobbying and advocating for vaccine availability
1.3 Work close with the Head of Project to analyse and prepare internal and external reports on the progress of the vaccine coverage initiatives
III. DELIVERABLES- AAH will require from the medical consultant the following:
a. Accomplished timesheet duly signed by the HOP and validated by the RHU as evidence of completed work**
b. Final report validated by the HOP **
IV. TIMELINE OF ENGAGEMENT -Total consultancy days: 50 days over six months (based on work plan to be agreed between AAH and consultant)**
V. OBLIGATION OF ACTION AGAINST HUNGER
Action Against Hunger will provide:
a) Relevant documents, primer, code of conduct, PSEA, security in the field relevant program documents
b) Consultant will be integrated as part of the project implementation team
c) Logistic support for field visit/activities
d) Admin support such as transportation and supplies needed
e) Oversight to consultant
f) Payment of the consultant upon successful completion and submission of agreed documents
g) PPE
VI. KEY COMPETENCY OF CONSULTANT - Preferably the local consultant has the following key competencies:
a. A licensed medical professional with more than 5 years of clinical and public health practice. Additional experience in past vaccination roll-out campaigns is an asset
b. Familiar with the National Government's COVID-19 standards and protocols and the National COVID-19 vaccination roll-out
c. Familiar with BARMM COVID -19 situation and operation set-up of BARMM MOH, provincial and local health systems
