THE OPPORTUNITY
Plan International Philippines is currently implementing a project entitled Real Assets and Improved Skills and Education for Adolescent Girls (RAISE) Above Project. The project is focused on improving the access to education and skills for work and life among adolescent girls, young women, and young men in targeted communities of Western Samar, Philippines.
The Learning Specialist provides the technical and project management support to the project's education activities, including systems of quality control, monitoring and evaluation, networking/coordination, and integration with other programs. He/she capacitate staff and partners identified for the project.
Further, as the Learning Specialist:
You will review and analyze relevant qualitative/quantitative data/evidence, education trends, and development from local, regional, and national levels to inform project approach and delivery.
You will provide inputs on reports and documents to the Project Manager.
You will work closely with the M&E Officer to advise on the development of monitoring and evaluation tools and processes, including baseline and final evaluation
You will identify competency gaps of staff and partners on learning and management; design, develop and deliver capacity-building support to address gaps
Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas.
DO YOU HAVE WHAT IT TAKES?
To be successful in the role you will need among other things:
Bachelor's Degree in Education, Secondary Education, or another related course.
Minimum of five years' work experience in education programming in the Philippines, preferably with a strong and broad grasp of alternative delivery modes of education/alternative learning system/technical and vocational education.
Has a background in community development as well as familiarity with child-rights based programming
Excellent understanding of the appropriate theories and concepts on basic education (both formal and non-formal) and technical-vocational curriculum.
Previous work experience in Education-related projects or in a similar project or organization is an advantage.
Must be able to exhibit values of integrity and diversity.
Fluency in Filipino and English (written and spoken).
