QUALIFICATIONS
Bachelor or above major in water treatment related field
10+ years experience in project proposal
Good knowledge in water treatment concepts
Good technical/process knowledge
Good managerial skills
JOB PURPOSE
As part of the Group's policy and processes, is responsible for managing, coordinating and implementing winning proposals size L/XL, in consistent with the strategy, commitments and goals of the company or, is responsible, under the authority of a proposal manager, for a part of a proposal.
He reports hierarchically to Proposal Manager SEA and operationally to BU.
DUTIES AND RESPONSIBILITIES
Suggests, implements and adapts the strategy of the implementation of the proposal.
Is responsible in terms of cost, quality, time and competitiveness for the proposal entrusted to him/her.
Check the information from the Business Developer/tender/consultant concerning any missing technical data, and, if not available, takes actions to clarify the process such as raw water analysis, pilot tests, site visit, etc....
Defines the main process and scope of work according to the Tender Document / Requirements from the Client.
In charge of preparation of process calculation and design note.
Is responsible for all internal deliverables (note design, technical analysis, legal, R & O matrix, cash flow, price sheet, organization performance ...) and external (division of responsibilities, planning implementation, partnership agreements, proposal given to the customer ...) of his/her scope of responsibilities.
Organizes and presides over the required meetings according to corporate process.
Manages, in delegation of autonomy, internal stakeholders (engineering, procurement, DT, legal, finance, tax, insurance, GC ...) on his/her scope of responsibilities and alerts his/her superiors if necessary.
Contributes to the analyzes of tender, risk & opportunity, "win loss".
Is accountable for the application of the processes, documentation and monitoring the decisions.
Support Proposal Manager SEA to coach process engineers and manage daily work.
