Humanitarian Officer
The Role
The Humanitarian Officer, as a member of the Humanitarian Response Unit (HRU), plays strategic and operational roles in ensuring that Save the Children Philippines' (SCP) capacity in responding to natural, human-induced, armed conflict, and health emergency crisis are in place. He/she is also expected to collaborate with different units and field offices on strengthening SCP's delivery of humanitarian work through partner organizations and cash programming. The post holder is accountable for delivering quality-driven capacity building activities for personnel of SCP and partner organizations.
The Humanitarian Officer is accountable for monitoring risks and the timely, quality delivery of humanitarian programming to most vulnerable children in crisis-affected areas. He/she will ensure that appropriate response to children's needs are provided efficiently, safely and securely. He/she will be involved on humanitarian advocacy work, media and donor engagement to raise the profile of a crisis and the children's issues. He/she will ensure that Save the Children movement and donors are kept abreast through quality communication and donor compliance materials. The post holder is also expected to represent SCP in different inter-agency coordination mechanisms, including the representation to the education cluster, to which SCP is a co-lead.
As a Save the Children staff, the Humanitarian Officer is expected to abide to the safeguarding framework of the organization, adheres to the Do No Harm and other humanitarian principles and standards, and ensures that children's rights are protected at all times.
QUALIFICATIONS
Essential
University level in a relevant subject or equivalent field experience
· Previous experience working in an international humanitarian organization, UN, or civil society organizations
· Experience in humanitarian programme management, preparedness and response in different contexts
Experience in designing, implementing and monitoring compliance to operations in cash and voucher assistance or similar humanitarian assistance
Experience in building, working, and developing local partnerships, including with the private sector.
· Experience of managing multi-donor, multi-site programmes.
· Security management experience across a large programme.
Experience in developing and delivering training, as well as mentoring and coaching.
· Strong organisational and communication skills
· Ability to write and excellent research/analytical skills
· Ability to develop and implements innovative solutions to adapt and succeed in ever-changing and uncertain global and working environments.
Desirable
· Good understanding of current humanitarian issues and the dilemmas/compromises inherent in modern humanitarian interventions
· Budget management experience
· People management experience
· Tech-savvy and skilful on Word, Excel, PowerPoint, and other products
Contract length: Fixed Term position for 6 months based in National Capital Region
