Management Support
Advise and support senior management decision-making on matters of recruitment, staffing, and performance management by ensuring decision are implementing in a consistent and transparent manner;
Develop HR planning strategies with line managers, taking into consideration immediate and long-term staff requirements in terms of number and skill level;
Provide counseling on policies and procedures;
Support the management on disciplinary and grievance issues.
Recruitment and Selection
Responsible for the end-to-end recruitment cycle;
Proactively involve in preparing the job description or SOW in collaboration with the requesting manager/unit;
Lead the selection and recruitment process of local staff and consultants;
Advertise open positions as appropriate by identifying relevant advertising forums;
Prepare staff contracts and timely contract extensions in line with human resource policies and local labor laws;
Employee Separation
Ensure resignation letters are received for employees who intend to leave;
To ensure that when an employee separates from the organization exit interviews and clearance are conducted, equipment or documents are retrieved, final payments have been arranged with Finance and that personnel file has been closed;
Share exit interview report to the management with confidentiality;
Onboarding and Trainings
Responsible for planning and ensuring systematic onboarding for all new employees of the project;
Provide orientation for new employees to include URC policies and procedures and benefit programs;
Ensure that all necessary documents are properly signed and dated such as employment contract, required certifications or endorsement forms;
Ensure that all staff have participated with the donor-required e-learnings;
Coordinate with line managers to ensure all trainings undertaken are recorded and submitted for reference and certification when necessary;
Payroll and Timekeeping
Prepare payroll and tax payment and regularly liaise with finance department, to ensure the payroll and taxes are complied with national taxation.
In charge of preparation of annual payroll reports, staff gross pay history for filing of annual of income tax on compensation including BIR 2316 and its submission to all staff.
Ensure completeness of timesheets for payroll preparation;
Monitor leave balances and advise staff and management accordingly;
Benefits Management
Prepares and timely submission of validated reports for payment including compensation withholding taxes, Phil Health, Pag-Ibig, SSS and manage staff SSS and Pag-ibig loan deductions;
Monitors and collects necessary forms or data from staffs to be compliant with benefits processing and filing with government agencies such as Social Security System, Philhealth and HDMF;
Responsible for the enrollment of all staff and their eligible dependents with the insurances (i.e., HMO and Life & Accident insurances);
Respond to queries in relation to organizational benefits and government benefits;
Ensure that employment and working conditions are in compliance with the local labor law.
Performance Management
Monitor regularization dates of probationary employees and track due dates for execution and completion of performance appraisals and alert management to any challenges or discrepancies in this regard;
Recommendations for merit increases, salary increments, and personnel movements are captured in a timely manner, and are made in accordance with established organizational policies and procedures and local labor laws;
Assist in supporting all line managers through training and all necessary support in implementing Performance Management
Records Management
Maintain an employee database;
Maintain HR documents and information with confidentiality, ensuring that all records pertaining to the HR are properly completed, updated, and stored in a secure place;
Required Experience & Qualifications:
Bachelor's degree in Human resources with Advanced degree in Organizational psychology;
Minimum of 3 years of experience working in an NGO or business environment with demonstrated Human Resources Management experience;
High level of responsibility and integrity;
Demonstrated ability to work in teams;
Ability to multi-task in a high-paced environment;
Excellent interpersonal and written communication skills, particularly as related to report development; and
Proficiency with MS Office Suite, with excellent MS Word and Excel skills.
