DUTIES AND RESPONSIBILITIES
1. Recruitment
I. Internal
II. Referral
a. Initiate sourcing of applicants:

VI. Flyer distribution
b. Pre- screens applicants.
c. Schedules shortlisted applicant for exam and initial interview
d. Coordinates qualified applicant to line department head for paper (technical) screening
e. Schedule top 3 candidate for final (technical) interview
f. Conducts background investigation prior to endorsing candidate for job offer
g. Prepares/ serves job offer and contract of employment to the applicant
h. Endorses applicant to the 2 nd in-charge for pre- employment documentation and orientation
i. Issues appointment letter to regular employees
Agency
a. Conducts space planning, load vs. capacity, time & motion/ job sequence
b. Proposes 3 rd party activity (Project Management)
c. Coordinates Project Management across manpower agencies
d. Pre- screens candidate
e. Schedule candidates to line departments for interview
f. Coordinates qualified candidates for deployment
g. Coordinates and files endorsement letter of different agency
h. Coordinates violation of 3rd party employee to sub-contracting agency
2. Placement
a. Prepares and serves job offer and contract of employment
b. Facilitates completion of 201 file:
I. Acknowledgement receipt of employee manual and pre- employment documents requirement checklist
II. Employment application form
III. Orientation Program Checklist
IV. SSS (E1/E4)V. HDMF (RTMRLD)VI. PH-PMRFVII. BIR-1902/1905/2305VIII. ATM Application form
c. Endorses new employee to line department
d. Facilitates communication and coordinates material and operational fund request to Admimission and Accounting Department respectively.
e. Checks, coordinates completion of pre-employment requirement
f. Issues appointment letter to regular employees
g. Prepares DOLE report3. Compensation Administration
a. Proposes salary structure/matrix
b. Proposes compensation package
c. Facilitates 13 th month payd. Conversion to cash of unused service incentive leave4.
Timekeeping and facilitation of payroll
a. Registers finger print with the biometric system
b. Validates log information every cut off date
c. Time checking of log sheets
d. Validates overtime, leave, and official business authorization forms
e. Coordinates addition and deletion of employee with the payroll master
f. Coordinates deduction of facilitated loans with the payroll master:
g. Facilitates employee final payAgency
h. Coordinates countering of agency timesheet
i. Validates, encodes and coordinates payment of statement of account
j. Monitors head count of agency employees (for comparison to endorsement letter)
5. Benefits Administration
a. Facilitates submission of report of statutory benefits to government agencies:
I. SSS- RIA /R3II. Philippine Health Insurance- PMRF/ER2/EPRSIII. HDMF (RTMRLD)/ PAYMENT FORMIV. BIR- 1902/ 1905/2305
b. Process statutory benefits claim of employees:
I. SSS Sickness Notification to Reimbursement
II. Phil. Health Insurance Claim Form 1
III. SSS Maternity Benefit to reimbursement
IV. Prepares report to employee subject to enrollment and deletion with HMO
V. Process loans (SSS. HDMF and Company Emergency/Calamity)
c. Process payment documentation of the following
I. Monthly Collection List:1. SSS Premium
2. Philhealth Premium
3. Pag-ibig Premium
4. Tax Return 160
II. Monthly Loans Collection List
1. SSS. Loans
2. Pag-Ibig Loans
III. Annual Tax Return

a. Process monthly KPI
b. Ensures submission of employees due for performance appraisa

c. Process movement of employees:

7. Employee Relation
a. Regular issuance of memorandum on tardiness and unauthorized absences
b. Prepares and routes clearance form of resigned employee8. Labor relations
a. Conducts background investigation due for:
I. Written reprimand
II. Warning
III. Suspension
IV. Dismissal9. General Services
a. Routes Internal Office Memorandum and coordinates other pertinent documents
b. Coordinates annual physical exama
c. Prepares and coordinates permanent ID card for regular employees
d. Prepares announcement of new hires
ADDITIONAL RESPONSIBILITIES
1. Facilitates and coordinates Health Card benefit with HMO Provider and employee/ annualphysical exam
2. Coordinates incident report3. Confirms National & Special Holidays from Malacanang Office
4. Employee Counseling
5. Annual employee update
6. Prepares Employment Certificate
7. Administration of government forms
8. Facilitates documentation requirement of labor counsel-labor cases
9. Submits annual employee information for actuarial report
10. Updates Organizational Chart
11. Prepares Management Report (MR)
12. Other tasks relevant to the position to be discussed from time to time
QUALIFICATIONS:
 EDCATIONAL ATTAINEMENT REQUIREMENTS:
College Graduate (Preferably specialize courses-Psychology, Industrial Relation)
 EXPERIENCE REQUIREMENTS: 8 years related work experience
 QUALITIES REQUIRED: Patience, honest, initiative, flexible, proactive, hardworking, respectful
SPECIAL SKILLS REQUIRED:
Good communications skills, detail oriented , ability to maintain a goodworking relationship with all co-workers and the external customers
