GREENHOUSE GAS (GHG) SPECIALIST
(Short-Term Engagement/100 days)
JOB PURPOSE:
The GHG Specialist will be engaged is experienced in GHG accounting and analysis and in producing baseline reports as basis of monitoring actual reduction of GHG. The baseline report and the accounting of GHG plans vis a vis and actual accomplishments of the 4 CDI Cities to avoid, reduce, or sequester greenhouse gas (GHG) emissions in relevant sectors including but not limited to energy, transportation, and waste will be analyzed and documented. These activities on GHG are part of the larger efforts of USAID to contribute to climate change adaptation and mitigation through promotion of low emission development. This position directly reports as needed
SCOPE OF WORK
You will work under the supervision of Component 1 Lead and DRR-Resilience Specialist and coordinates with SURGE staff (specifically City Program Coordinators and Project Assistants) in the CDIs, and will undertake the following tasks:
· Produce baseline reports (e.g. GHG Management Plan and GHG Inventory) as basis of monitoring the policy environment (e.g. PPAs) and actual reduction of GHG in the CDI Cities.
· Produce templates for the accounting of GHG reduction at the city level. The procedure on using USAID Clean Energy Emission Reduction (CLEER) Tool to calculate GHG Reduction through clean energy should be included in this template.
· Orient the city staff and other stakeholders in the CDIs on GHG Accounting and use of CLEER tool.
· Account the GHG reduction in the CDIs using the template for GHG accounting in coordination with the City Program Coordinators and prepare the documentation of GHG reduction per CDI City
· GHG Documenters based in the concerned CDIs i.e. Legazpi City, Tagbilaran City, General Santos City and Zamboanga City is an advantage.
· Coordinate with City Program Coordinators and GHG documenters based in the concerned CDIs.
MINIMUM QUALIFICATIONS:
We are looking for someone with a college degree in social science, development communication, environmental science, and related fields. Ongoing or completed a post-graduate degree in any relevant discipline is an advantage. Knowledgeable as a researcher in climate change-related studies, and/or experience as a trainer in GHG Management Planning and Inventory. Able to use or at least familiar with USAID Clean Energy Emission Reduction (CLEER) Tool in calculating GHG Reduction through clean energy. Experience working with all or any of the CDIs Legazpi City, Tagbilaran City, General Santos City, and Zamboanga City is an advantage. The candidate must be able to work from home using his/her laptop or equipment. She/ he must have access to the internet and knowledgeable in using videoconference platforms for meetings and webinars.
