JOB SUMMARY: Partner with HR and operational leaders to fulfill key strategic and operational Talent Acquisition projects and requirements.
Deliverables:
Fulfill assigned hiring requirements
Fill assigned hiring requirements on-time effectively based on agreed hiring profiles
Ensure procedural requirements are complied with in all hiring activities
Proactively work with HR, Business unit leaders and hiring managers in aligning hiring profiles
Develop and initiate a Data-driven Sourcing Plan and Strategy
Submit and secure agency approval on a data-driven sourcing plan and strategy that aims to strengthen the talent pipeline. The Plan must include total cost to the agency, accountabilities, and dependencies, etc/ The plan must also clearly identify and address internal and external factors that hinder and/or enhance the Agency's sourcing approach and methodologies.
Lead and facilitate the kick-off of the agency sourcing plan together with HR leaders.
Develop and implement Hiring Success Profiles and Screening Guides
Create data-driven success profiling on key functions and roles
Success profiles must identify and incorporate key top and bottom talent attributes as well as minimum skills and hiring requirements
Develop competency and behavior-based interview/screening guides
Conduct a competency-based Interview training for Hiring Managers
Develop a training module for hiring managers on competency-based interviewing techniques
Conduct a Train-the-trainer session for the HR team
Conduct a minimum of 2 sessions for people leaders
Training sessions must clearly allow participants to demonstrate the application of the knowledge and skills gained.
Develop a proposal on a competency-based pre-screening assessment
Submit and present a full proposal on psychometrics that identify and measure key competencies and attributes that are predictive of a new hire's success. The proposal must clearly indicate the rationale and methodology on identifying the target competencies and attributes, vendor and cost-to-agency options.
Final Assessment
Submit and present to the Agency leaders a final evaluation on the Agency's Talent Acquisition strategy, approaches and methodology. The presentation must include recommendations on identification and prioritization on key challenges and levers for success.
