Chimera Enterprises International is seeking an experienced Subject Matter Expert (SME) to support the Office of the Under Secretary of Defense for Intelligence and Security. This position will provide Military Intelligence Program Financial Management Analysis and Data SME support.
This position requires a Top Secret/ Sensitive Compartmented Information (SCI) clearance.
Requirements:
Bachelor's degree in finance, business, or equivalent with 10 years of experience of which a minimum of four years must be specialized in financial analysis of government or commercial programs.
Minimum four years of experience in Planning, Programming, Budgeting and Execution (PPBE) phases of the DoD budget is required which includes the Military Intelligence Program (MIP), DoD component Program Objective Memoranda (POM) submissions, Issue Team process, reclamas, and appeals. This experience must include knowledge of the Congressional budget process, Federally Funded Research and Development Centers (FFRDC), and experience working with OSD, DoD, and OMB policies, directives, and regulations and an understanding of the National Intelligence Program (NIP)
Experience with interpreting complex financial legislative and regulatory policy guidance to determine effects on OUSD(I) budget and programs
Minimum four years of experience in the development of budget justification statements and budget execution
Demonstrated working experience with Operations & Maintenance (O&M); Research, Development, Test & Evaluation (RDT&E); and Procurement appropriations
Clearance: Top Secret/ Sensitive Compartmented Information (SCI)
Job Duties:
Provide support as Intelligence Financial Management Analyst to the Military Intelligence Program and Security Resource office for all resource management aspects of the annual PPBE cycle as it relates to the MIP, BA portfolio, and Defense Intelligence Surveillance and Reconnaissance capabilities.
Review MIP component Program Objective Memoranda / Budget Estimate Submissions, analyze, and evaluate specific program, budget, and technical requirements data and ensure appropriate issues are identified and recommendations made.
Prepare Program and Budget Review issue papers, review Deputy Secretary of Defense (DEPSECDEF) Resource Management Decisions, Director of National Intelligence Decision Documents, and DoD/DNI Decision Documents for impact to the MIP programs.
Support, and, as required, facilitate execution reviews, summarize status, and make recommendations to leadership concerning realignments or reprioritizations of MIP funds.
Assist the government with the implementation of apportionment restrictions as well as standard and specific programmatic reductions levied by the Office of Management and Budget (OMB), Congress, OUSD(Comptroller), or OUSD(I&S).
Provide dedicated resource analysis and tracking of the MIP and Security Program issues to ensure compliance, linkage and alignment across the Department and IC.
Conduct research and funding reviews and submit analytical recommendations for MIP and NIP, as well as "other" BA-related capabilities to support various requests and inquiries for data and analysis from internal and external, including congressional, GAO and other tasks.
Provide all support required to organize, analyze, and coordinate resource data needed for management, execution, and review of the MIP Portfolio.
Financial research and analysis, recommendations, development of responses, talking points, memoranda, briefings, and correspondence as required on the MIP data for financial analysis.
Assist the government with the implementation of apportionment restrictions as well as standard and specific programmatic reductions levied by the Office of Management and Budget (OMB), Congress, OUSD(Comptroller), or OUSD(I).
