Facilities Engineer
Integrated Facilities Management
Engineering services are delivered under comprehensive preventative and corrective maintenance contracts directly under the service provider's control. A high degree of emphasis is placed on the following:
- no unplanned outages
- maintenance/testing of services with no interruption to supply
- Adherence to IT environment change management procedures.
JLL is responsible for maintaining the equipment installed by client as lessee together with ensuring that lessors maintain their plant and equipment to standards acceptable to client within the legislative controls of the Country.
For owned assets, client seek to maximize the value of their asset and a key focus area will be developing sustainability and asset life cycling to maintain and improve the value of the asset.
This on-site based role will be providing engineering/facilities management advice, with a focus occupier interaction, asset lifecycle management and reporting, sustainability, health, safety and security of all visitors and occupants. There is a key focus on the interaction and presentation of client as a customer facing client, and also client as a tenant. A key responsibility of this role will be the management and interaction of the relationship with the Clients Facility Manager, the Landlord and their contractors/ agents.
The Facilities Engineer will play a key role to ensure building presentation standards including all items of plant and equipment are maintained and operate through close management of contractor services. There will also be a requirement for the Engineer to actively participate as part of the JLL Client's Account team in the achievement of the overall objectives for the management of the property asset's, by utilizing specialist knowledge of the broader team and the wider JLL network of support and best practice.
Engineering Management
- Responsible for upkeep of operation and maintenance of furniture & equipment at the site, excluding kitchen & security equipment. (see attached detailed equipment list)
- Responsible for development, monitoring & execution of the site's 52 Week Maintenance Plan.
- Responsible for working on timely attending and early closure of GUTS tickets.
- Proactively develop & manage key strategies to minimize & control energy consumption across the designated building/ portfolio.
- Responsible for coordination with property management team regarding building issues.
- Input to &/or delivery regular building reporting / data as required by the Sustainability team.
- Proactively manage the planned & reactive fabric repairs & maintenance to maintain the property / workplace to agreed standards.
- Proactively manage the water treatment regime (where Lessee owned or responsible within the lease) and implementation of the independent risk auditing in line with JLL agreed process.
- Responsible for coordinating with all civil, mechanical, electrical works to stakeholders & users.
- Monitor & manage the operational & statutory compliance of all fire & life safety systems through the third party service providers.
- Monitor & manage the operational & statutory maintenance of all building electrical systems through the third party service providers.
- Monitor & manage the planned preventative maintenance regime for all mechanical systems through the third party service providers.
- Maintain building management records & general policy compliance so as to achieve high standards in line with JLL OPS AIDE process.
- Monitor & manage the contractor induction program for the allocated building / portfolio to ensure compliance with agreed process.
- Ensure the timely and accurate completion of Isolation & impairment notices in line with agreed process.
- Manage all regular / irregular service provider JSAs to ensure compliance with agreed process.
- Monitor & proactively recommend the implementation of infrastructure works in line with the agreed lifecycle / infrastructure conditions.
- Manage building asset registers to maintain an accurate database.
- Support project resources by taking ownership of post PC defects monitoring & rectification in line with agreed scope.
- Management of Minor works projects in line with the agreed project filter.
- Be available by telephone after hours to respond to emergencies.
- Be available for all emergency matrix calls and incident crisis management.
- Provide all relevant mentoring support and instruction to Technicians.
- Assist the Regional Operations Manager in any requirements for the site rolling up to the regional requirements as requested
- To follow the agreed service delivery as indicated in the Site Field Manual for Engineering Services.
Financial Management
· Regularly review the level of operating expenses and implement any cost savings that may be achieved consistent with the overall asset management objectives ensuring adherence to property specific limits of authority.
· Prepare recommendation papers and seek client property cost approvals for all expenses within designated areas of responsibility in line with limits of delegation
Administration
· Assistance with the preparation and presentation of monthly client dashboard reports
· Incident Management & Investigation (incl PIR for critical incidents)
· Excellent record keeping ensuring that all capital works have received the landlords written approval inclusive of all handover and DLP processes are completed.
· Appropriate management of GUTS in regard to logging work orders, closing work orders and assisting with reporting requirements.
· Proven experience in the management of the broad spectrum of building services with emphasis on managing a multi-story commercial asset and their systems including fire systems, electrical and building intelligence.
· A keen understand for the strategic and operational objectives and requirements of the various building stakeholders (i.e., owner, occupants, client Managers, client stakeholders, Project teams, maintenance contractors and consultants.
· Environmental and Sustainability management knowledge and experience within large commercial assets
· A high level of financial aptitude and budget management experience and the ability to ensure that services are offered in a timely, efficient and cost effective way.
· Tertiary Qualification in Engineering or related field
