Position Summary
The USAID-funded ABC+: Advancing Basic Education in the Philippines project is currently seeking for Early Grade Teacher Professional Development Training Consultant. This activity will work with the Government of the Philippines' Department of Education and MBHTE, BARMM to support improved literacy, numeracy, and social and emotional learning (SEL) in grades K-3. The project will target Regions V (Bicol) and VI (Western Visayas), and Maguindanao 1 and 2 divisions in BARMM.
The Consultant will work under the direction of RTI Team Lead for teacher professional development, the Instructional Delivery and Materials Adviser. This is a short consultancy engagement with activities starting on August 1, 2021 - June 30, 2022.
The Early Grade Teacher Professional Development Training Consultant will primarily review and revise the existing training manual to an online and modular approach and ensure appropriateness and relevance of these approaches and methodologies to DepEd. S/he will participate in a workshop to co-develop and run through on the training design vis-à-vis appropriateness of methodology for adult learners in DepEd context and practice the training flow together with the RTI team to ensure its viability for knowledge and skills transfer to DepEd pool of Regional Trainers. S/he will serve as Master Trainer who will train DepEd Regional trainers and will provide follow-through technical assistance and quality assurance support through check-in conversations to the Regional Trainers in facilitating the training delivery for K-3 teachers, school heads and supervisors.
Period of Performance
The period of performance for Early Grade Teacher Professional Development Training Consultant for 100 LOE days beginning on/about on August 1, 2021 - June 30, 2022. All work must be scheduled to be completed within this timeframe. Any modifications or extensions shall be mutually agreed upon in writing and approved by the Chief of Party.
Place of Performance
The consultant shall perform the work online through attending online learning sessions and completing asynchronous activities, facilitating online training, and attending meetings and check-in conversations. Should there be clearance to conduct activities face-to-face, the consultant shall be prepared for travel to focus areas as well. Note that attendance and participation in meetings are part of the core team processes and should not be counted against the level of effort days.
Primary Responsibilities:
1. Technical Review, Conversion to Online and Modular Training Design, Contextualization, and Finalization of Training Package and LAC Session Guides
2. Facilitation and Conduct of the Teacher Professional Development: Online/Modular Training of Regional Trainers (Learning Delivery)
3. Learning Support Mechanism, Monitoring and Quality Assurance (Follow-through Technical Assistance and Coaching to trainers during the training rollout)
Required Skills and Qualifications:
· Bachelor's Degree in Education/Early Childhood Education or a related field with at least 7 years of relevant experience or familiarity with developing training design and manual on early literacy or Master's degree in related field is desired with at least 5 years of relevant experience.
· Experience in DepEd project engagements, specifically on training K-3 teachers
· Familiarity in different learning delivery modalities for early grades, an advantage.
· Experience in developing instructional design and module development.
· Proven ability as a trainer/facilitator (face to face, online, modular)
· Strong interpersonal skills and ability. Ability to work in a team is essential.
· Strong oral/written communication skills.
· Familiarity in handling online and modular learning delivery and navigating Learning Management tools and technology is an advantage.
· Ability to work effectively as a team member and independently.
· Equipped with necessary tools, equipment, and supplies to effectively engage with the team and accomplish tasks required.
· Familiarity with BARMM a plus.
· Must be professionally proficient and fluent in written and spoken English. It is preferred, but not required, that the candidate be conversant and fluent in Filipino and/or other local languages such as Magindanawn.
