Description
The Department of Education (DepEd) - Disaster Risk Reduction and Management Service (DRRMS) in the Philippines has requested a Peace Corps Response Volunteer (PCRV) to serve as a Disaster Risk Reduction and Management (DRRM) Program Assessment Specialist. The Philippines is prone to natural and human induced hazards, such as tropical cyclones, including secondary hazards such as flooding and landslides; earthquakes; volcanic eruptions; fires; and other hazards. More than impeding the provision of education, these hazards threaten and affect both the lives of students and personnel, and other educational resources and investments. The DRRMS is tasked to empower the DepEd personnel, offices, schools and learners in ensuring safety and learning continuity; institutionalize DRRM, Climate Change Adaptation (CCA), and Education in Emergencies (EiE); and strengthen the resilience of basic education in the context of natural and human-induced hazards. After the 3-4 years implementation of these programs, there is the need to revisit and assess if the intermediate goals and strategic direction of DRRMS are still being met. The technical expertise and assistance from a Peace Corps Response Volunteer (PCRV) will be advantageous for DRRMS' planned midterm assessment of the DRRM program implementation.
The PCRV will work closely with a core team of designated DRRMS staff. The PCRV and the DRRMS team will consult with relevant stakeholders, develop an assessment framework and process, visit selected DepEd offices and schools, and formulate an analysis and recommendations. The overall goal of this assignment is to produce an assessment report in the implementation of the DRRMS' programs that will open the opportunity for further planning exercises with program implementers and stakeholders to ensure that eventual identified gaps in the programs are addressed.
Please note that departure dates and other details of this project could change because of the uncertainties as Peace Corps and local partners resume volunteer operations. Candidates selected for this position will be arriving in the Philippines together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.
