Background
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Data Analysis, Visualization and Survey Manager to provide support for monitoring and evaluation-related activities in the CLAimDev activity office based in Manila.
Duties and Responsibilities
Support USAID in validating data flow, verification and data visualization processes
Develop USAID performance protocols in identifying and resolving data quality issues at the early part of data processing
Draft design of processes and tools for test queries and use of reports to validate changes on data
Participate in the design of data visualizations to help experts in the review and validate the data and analytics
Participate in exploring the data and answering questions on ease of use of data visualization and correct dimensions to drill into the data
Manage the work of and provide guidance to service providers in the conduct of data verification, analysis and visualization services.
Ensure the accuracy, consistency, and completeness of data.
Provide assistance as technical lead person on survey implementations and enhancement of survey framework.
Assist in the development, maintenance and updating of CLAimDev Knowledge Portal.
Requirements
Bachelor's degree in the social sciences or related disciplines is required.
At least ten (10) years of professional experience on data management, including preparation and conduct of surveys quantitative research in economic, social, and technical aspects of development projects.
Familiarity with USAID and international development programming required
Ability to supervise, lead and manage work on data management, data analysis, data verification, data visualization (using Tableau and/or related application software), and survey implementations.
Willingness and ability to work as part of a team.
USAID-related experience a plus.
Must reside in Metro Manila or be willing to relocate to Metro Manila.
Excellent English communication skills, both written and oral.
Open to Filipino nationals only.
Reports to: The CLAimDev Senior Monitoring & Evaluation (M & E) Specialist
Level of Effort: This is a full-time position based in Manila, Philippines.
