Chimera Enterprises International is seeking a Continuity of Operations (COOP) Analyst to support the United States Coast Guard (USCG), Office of Emergency Management and Disaster Response (CG-OEM). The mission of the USCG Office of Emergency Management and Disaster Response (CG-OEM) is to develop policy for USCG emergency management planning, incident management and disaster response, exercises, and interagency cooperation.
Requirements
BA/BS or MA/MS degree and 3 to 10 years of experience
Proficient on SharePoint and technical proficiency on Microsoft Suite products
United States Coast Guard experience desired
Active Top Secret Clearance
Responsibilities may include, but are not limited to:
Developing organizational policies, plans, and procedures for implementing COOP plans and assessments of Directorate Continuity of Operations capabilities in accordance with all Federal requirements, DHS, DOD, and USCG policies.
Developing an all-hazards USCG HQ Devolution Plan, including reviewing and updating the plan annually.
Assisting in the identification of continuity team personnel consisting of leadership, staff, and functional support elements to the Emergency Relocation Group (ERG)
Conducting Business Impact and Business Process Analyses of Mission Essential Functions.
Establishing orders of succession, delegation, and devolution of authorities.
Identifying essential records, facilities, and record safe guards.
Providing and maintaining continuity hand books that include sufficiently detailed information and instructions necessary to implement continuity operations and exercises.
Assisting the USCG in performing and analyzing primary and alternate COOP facilities' annual risk assessments, business process and business impact analyses, quarterly and annual communications tests, and identifying critical functions and assets.
Performing integration of day-to-day communications and business systems to continue essential USCG Headquarters and field operations and activities.
Coordinating USCG Continuity of Operations plans and activities with other federal agencies, including DHS, DOD, and the United States Navy.
Assisting the USCG in maintaining the accuracy and currency on the personnel database of the USCG's Alert and Warning System (AWS).
Assisting in developing and conducting an annual one (1) day COOP Awareness Policy and planning Seminar.
Assisting the USCG in the development of an annual continuity exercise in support of the national continuity strategy.
Assisting the USCG in evaluating and capturing lessons learned as a result of COOP exercises and updating and maintaining COOP plans and documentation accordingly.
Providing reports on COOP lessons learned.
