The Regulatory and Compliance Staff (RCS) is a role exclusively intended to directly process (legwork) all required regulatory permits and licenses, and other external pre-requisite documentation to legally operate the plant.
The RCS will coordinate and work closely with the Plant Manager, Operations Manager, QSMS, and EHS Officers to be able to directly familiarize the interdependencies of each permits and licenses and for scheduling purposes.
The RCS scope shall but not be limited to the ff. LGUs/agencies:
• DOLE, PEZA, LLDA, CBW, DENR, LGUs, BFP, DTI & BFAR
The RCS shall process the regulatory requirement and its pre-requisites intended for the different plants of the company, specifically the PBI Plant, MRDC Plant, and Carmona Plant. The role is limited to pure processing of permits and submission of pre-requisite reports and documentation. It is not allowed to enter into any agreement with any officers of any LGUs and its offices, nor decide on any legal or procedural matters in behalf of the company. The RCS shall temporary report the Chief Operating Officer (COO) until further notice.
II. Duties and Responsibilities
1. Coordination
• Work with Plant Leads and Managers to prioritize which regulatory requirement should be prioritized;
• Discuss the pre-requisites of each permit and licenses to plant leads and managers for their support an on time compliance;
• Work with Finance on payment and processing fees needed one ach permits or licenses;
• Elevate issues and concerns that require legal or higher decision during the course of processing of the permits and licenses;
2. Scheduling
• Provide and develop a master schedule per facility of all licenses and permits, as well as all of its pre-requisites for tracking and monitoring of upcoming renewals;
• Alert and inform the plant of critical permits and licenses that are due for renewal 3 months before its expiry;
• Create a master schedule of payments for the year on each plant and each functions for budget purposes;
3. Processing
• Personally process the permits and/or its require external documentation in the LGUs stated above;
• Submit regular reports required from the plant and functions to respective LGUs;
• Initiate the processing of pre-requisite documents and/or licenses in preparation for the renewal and application of the permits and licenses;
• Ensure all payments related to processing are well documented and liquidated on time;
4. Updating
• Regularly update the leads on the status of the licenses and permits that are undergoing processing;
• Update the permits and licenses in accordance to the new schedule and lead time;
III. Required Qualifications
• Must be a at least a graduate of any course (bachelor's or vocational);
• Must be computer literate;
• Must have a solid experience in processing permits and licenses with LGUs at least 2 - 3 years
• Must have no personal record of any compliance and regulatory violation cited by any LGU or its offices;
IV. Preferred Qualifications
• More than 5 years of solid background/experience in processing permits and licenses;
• Understands the interdependencies of each permits and licenses;
• Understand the pre-requisites of each documentation needed to process each permit and license
