Project Description
The United States Agency for International Development (USAID) US-Philippine Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector, and provide convergence platforms for local stakeholders to work together in achieving shared development goals.
In addition to working closely with the Commission on Higher Education (CHED), UPSKILL works with other key stakeholders mandated to support innovation and workforce development, increase engagements between HEIs and industry, and provide platforms of convergence for local stakeholders to work together in achieving shared goals in human capital development and innovation-led growth. UPSKILL will work with and support the Department of Science and Technology (DOST) in advancing goals and objectives of the technology transfer and commercialization of R&D as the agency's primary contribution to the realization of Philippine Innovation Act.
Assignment Description
RTI International (RTI) is hiring a short-term Consultant for the USAID UPSKILL Program. The Consultant will assist the DOST in developing the policy, framework and plan to realize the objectives of technology transfer and commercialization. The proposed policy, formulated in consultation with relevant stakeholders as may be identified by DOST must articulate at least the following:
Policy declaration
Background and rationale
Objectives and purposes
Operational definition of terms
Implementation mechanics
Responsibilities
The Consultant is expected to perform the following tasks:
Full draft of the Commercialization and Technology Transfer policy for consideration of the DOST Execom
Formulate the overall strategy and implementation mechanics for the policy
Facilitate stakeholder consultations
With guidance from the DOST Asst. Secretary for Technology Transfer, Communication, and Commercialization, formulate and recommend the necessary tools and instruments for gathering and collecting data as may be needed commercialization and technology transfer framework
Document the inputs and comments from relevant government agencies, the private sector, and during consultations.
Expected Deliverables:
Inception report (the plan of activities, stakeholders to be consulted, a timeline of implementation)
Draft policy (in the DOST Department Order format)
Details of the commercialization strategy and implementation mechanics
Draft pre-final and final reports documenting inputs, stakeholder consultations, and other relevant processes as undertaken
Period of Performance: January 15 - June 30, 2024
Level of Effort: 30 days
Reports to: DOST Asst. Secretary for Technology Transfer, Communication and Commercialization and UPSKILL Regional Alliances Director
Location: Metro-Manila area
Qualifications
Master's degree and 10 years of experience or Bachelor's Degree and 12 years of experience
Proven experience in drafting and revising government policies, guidelines and implementation mechanics.
Significant experience in formulating policy analysis and development
Strong analytical and writing skills
Excellent facilitation skills for guiding workshops, consultations, and meetings.
Effective communication skills to validate and confirm with the DOST leadership and technical teams
Ability to work collaboratively with relevant government agencies and stakeholders during consultations and workshops.
