Job Description:
Payments Operations (POps) is part of the Digital & Platform Services organization in the Corporate & Investment Bank. POps provides the following capabilities: * Operational support to the Payments businesses including Treasury Services, Commercial Card, Trade Finance and Merchant Services
Payment hub services for all firmwide divisions.
Cross-product cash management, reconciliation and change management services.
POps consists of over 10,000 employees across 60 sites and supports 142k corporations, financial institutions, governments and municipalities domiciled in over 180 countries.
Role Description:
Regulatory reporting requirements are complex, increasing in nature, and our reporting infrastructure requires upgrade to meet these requirements. We want to strengthen our management of those regulatory reporting needs and drive significant improvement around completeness, control, and ability to adapt to new requirements. Hence, we are seeking an Executive Director to own Payments Regulatory Operations Governance. The role will report into the Head of Payments Regulatory Operations. Initial focus will be heavily orientated upon governance structure for Payments, Clearing, Settlements (PCS) and the Fed Y-15 Reporting to support the FRB Resolution Planning and GSIB regimes respectively. Responsibilities will include:
Regulatory Ops Governance
Analyze existing regional governance structures in order to create and operate a strategic, sustainable governance structure around day-to-day execution and ongoing improvement. The governance model framework will be defined by these main tasks: * Regulatory Obligations - Develop a governance model that covers obligations stored in the firmwide inventory and additional obligations tracked separately to ensure that Payments Regulatory Operations can meet its obligations accurately and completely and on a timely basis
Operational Metrics - Partner with the Regulatory Operations Leadership Team to develop key performance indicators and key risk indicators
Operational Oversight - Ensure sustainable governance is in place to oversee and monitor adherence to policies, standards and procedures related to Intelligent Solutions, Inter-Affiliate Service Agreements, procedure management, etc.
Rules of logic (e.g. as defined in the appropriate Rule Book) - Ensure adherence to rules of logic and well-documented roles and responsibilities in maintaining adherence to these rules
Data - Track and monitor production and data issues, including from upstream sources
Change management - Develop a governance model for the regulatory reporting change control process in order to manage material changes to scope / requirements and understand timeline impacts to reporting milestones
Quality Review - Define and execute a robust process for ensuring the quality of regulatory report submissions as well as post-submission sample-based reviews
Measures of success: * Sustainable Regulatory Ops service, able to meet the needs of future demand in an efficient and effective manner
Proactive Regulatory Ops service that is positioned to help drive regulatory agenda in the market place
