About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the Government of the Philippines to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI). The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the Position:
The position will be part of the Inclusion Team and will be the program's overall champion for all matters related to child protection and safeguarding. The role has two main areas of responsibility: on the one hand, the position will be Pathways' internal expert on matters of child protection in the context of an early years' education project and will use her/his expertise to inform Pathways' programming and activity implementation, ensuring that the program's activities strengthen the objective of 'Do-No-Harm' (technical component) and promote standards of child protection in education, in particular in settings that make children more vulnerable such as conflict and emergencies. On the other hand, the role is responsible for the implementation of Pathways' child protection and safeguarding systems and protocols to ensure compliance with applicable Palladium, DFAT, and Government of the Philippines policies and regulations (compliance component).
Primary Duties and Responsibilities:
Child Protection: Level 3
The responsibilities of the project employee require working with and direct contact with children or young people, including children with disabilities.
The key responsibilities of the position include, but are not limited to:
Technical Component * In cooperation with the technical leads of the program, contribute to the design of new activities and ensure incorporation of a child protection and safeguarding lens in particular in settings that make children more vulnerable.
Ensure that child protection and safeguarding risks are identified early in the design process of individual activities or streams of activities and addressed, and that effective monitoring and reporting processes are implemented within Pathways' activities.
Be an active advocate and chief promoter of child protection, children's human rights, and general safeguarding principles within Pathways, towards the partners we work with and within the communities we impact.
Provide technical expertise and advice to the entire Pathways team related to issues of child protection and safeguarding.
Identify points of alignment and synergies between child protection and safeguarding objectives and Pathways' Inclusion Strategy and support the successful implementation of the Inclusion Strategy in close collaboration with the Inclusion Team.
Compliance Component * Ensure overall program's compliance with its child protection framework and policies.
Deliver child protection training to Pathways staff and business partners as appropriate.
Provide technical assistance in the development of relevant child protection policies and protocols as appropriate.
Lead the completion of the Annual Child Protection - Project Compliance and Risk Assessment which requires discussions with business partners identified as working with or, as necessary, in contact with children.
In close collaboration with activity leads, ensure that activity/partner risk assessments are done, and mitigation measures are in place for activities that will work directly with children.
Conduct regular spot checks on business partners and activities to ensure compliance with Palladium, DFAT, and BARMM/ MBHTE child protection policies and regulations and to encourage child protection best practice.
In collaboration with the Communications Team, design the proper filing mechanism for photos and videos along with the consent forms; ensure that communication materials are compliant with the proper use of children's images.
Work with Human Resource team to ensure that the program is compliant with "child-safe recruitment process".
In consultation with the Grants and Due Diligence Manager, the Deputy Team Leader Operations and other team members as directed, support the investigation and reporting (as required) of any and all allegations of child abuse, endangerment, or other practices in contravention of the relevant Child Protection policies and regulations.
Ensure proper filing of signed child protection policy documents, training registers and other compliance documentation.
Other duties as may reasonably be required by the Lead Inclusion Adviser or the Grants and Due Diligence Manager consistent with the incumbent's qualifications and experience.
Required Qualifications:
The Child Protection and Safeguarding Officer should possess the following qualifications and experience:
Qualifications in Sociology, Social Work, Peace and Development or any related discipline or course is desirable;
Demonstrated understanding of child protection issues and the laws affecting child welfare in the Philippines, preferably applied within the BARMM education sector; * In-depth experience working on child protection, safeguarding, gender equality, disability, and social inclusion, preferably in Mindanao;
In-depth professional experience on donor-funded development programs. Experience on DFAT-funded programs is desirable;
Working and grounded exposure to the culturally diverse contexts in the BARMM;
Experience preparing and delivering training to various levels of stakeholders (e.g. policy, senior management, mid-level management and implementation staff) and various types of stakeholders (e.g. government, NGOs, CSOs and school and community audiences);
Excellent written and verbal communication, liaison, facilitation, and interpersonal skills; and fluent in English (written and oral). Ability to speak at least one Mindanao language highly desirable;
Demonstrated ability to work collaboratively and respectfully in a cross-cultural setting.
Demonstrated ability to think and work politically ; A team player, inclusive, collaborative, insightful, peace builder and a problem solver.
