Duties and Responsibilities:
1. Plans, directs and supervises the day-to-day operations of the Administrative Division of the Institute;
2. Drafts, reviews, recommends for approves documents such as, but not limited to Memoranda, Official Communications, Plans, Contracts, Terms of Reference, Disbursement Vouchers (Box A), etc., as assigned by the Director IV;
3. Ensures the efficient conduct of procurement activities for the Institute in compliance with the Procurement Laws and
COA rules and regulations;
4. Ensures effective application of Supply Chain Management for supplies and services needed by the different operating
units of the Institute;
5. Oversees the effective management of Human Resources in areas of Compensation and Benefits, Recruitment and
Staffing, Training and Development, Employee Relations, Employee Satisfaction, Succession Planning and Compliance to
all Civil Service Rules and Regulations and other applicable Statues;
6. Ensures that all applicable licenses and permits needed by the Institute for its operations are renewed regularly such as,
but not limited to License to Operate (LTO), Environmental compliances, Philippine Hospital Association membership,
PhilHealth accreditation and all other required licenses and permits required by both the National Government Agencies
and Local Government Units.
7. Regularly updates processes, procedures and policies of all Departments under the Administrative continual improvement principles;
8. Regulary inspects buildings, facilities, electrical/water/telephone/internet system of the Institute (Alabang & Lob Baños
sites) and recommends to the Director IV interventions and plans for the maintenance, protection/security and improvements of its facilities, buildings, equipment, waste management etc.;
9. Ensures that all facilities, equipment, vehicles and the like are functional, calibrated on time, and provided appropriate
preventive maintenance
10. Ensures that all plans required from the Administrative Division are submitted on time, such as, but not limited to:
Operational Plans, Work and Financial Plans, Re-fleeting Plan for motor vehicles, Maintenance and Replacement Plans for
equipment, Preventive Plan, Calibration Plan, etc.;
11. Sets performance targets of Department Heads and staff directly under the CAO based on the Office Performance and
Commitment Review (OPCR) and the directives provided by the Director IV, provides coaching and mentoring interventions, if necessary, and ensures the timely submission of Division/Department/Section performance Commitment and Review forms to the next higher supervisor;
12. Recommends appropriate actions or disciplinary measures to concerned employees to the Disciplining Authority for
appropriate action;
13. Oversees the implementation of repair, renovation and construction contracts approved by the Director IV and ensures its compliance with all applicable government rules and regulations;
14. Oversees the implementation of the access control policies, information security policies, IT application systems, information database and computer resources.
15. Functions as Chairperson or member of Committees upon designation of the Director IV;
16. Performs other related functions as may be assigned by the Director IV.
Minimum Qualification Standards (per Civil Service Commission Quality Standards Manual);
Education:
Master's Degree.
Experience:
Four (4) years in position/s involving management and supervision.
Training:
Forty (40) hours of supervisory / management learning and development interventions undertaken within the last five (5) years.
Eligibility:
Career Service (Professional) Second Level Eligibility.

Experience:
Relevant experience in health sector.
