Call for Education Experts, Education Pathways to Peace
The Education Pathways to Peace Program is a nine-year education program that is supported by the Australian Government in partnership with the Government of the Philippines and implemented through the Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other education stakeholders. The program's key outcomes are (1) to reduce disparity, improve participation, and increase learning outcomes of all boys and girls in the BARMM, particularly those experiencing disadvantage; and (2) to support sustainable positive engagement and collaboration of key actors and stakeholders in providing and supporting conflict sensitive quality basic education services.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaboratin g with a wide range of education stakeholders, promoting peace through education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region. Pathways' core program relates largely to K to 3 education and the key challenges that are associated with its delivery. Pathways however also supports broader transition issues that are crucial to the life and political survival of K to 3 programs.
A strategy and annual work plan for Pathways' fourth year of implementation was agreed in June 2020. A key focus of the work is responding to a learning crisis which puts the BARMM region behind other regions of the Philippines in terms of access, enrolments, retention, and learning outcomes for all children. Pathways' support to the development of the sector is through a combination of upstream and downstream work. This in a highly dynamic and political sensitive context. As a strategic choice, Pa thways' works at several levels including sector, ministry, LGUs, schools, and communities. Pathways is not focused on directly implementing, but focused on influencing the rules of the game, policy, and management system levels - which will eventually result in better, more inclusive, and effective service delivery.
In parallel, DFAT has appointed a Strategic Monitoring Team made up of education, governance and MEARL experts, to provide independent advice on an ongoing basis to DFAT and the Pathways team on the program strategy and progress towards achieving results, including recommendations on how the program might adjust its approaches and plans where necessary. The SMT delivered its second mission report in the fourth quarter of 2020.
Primary Duties and Responsibilities:
Purpose of the Position:
Given the above overview, we are looking for an education expert who can provide ongoing tec hnical advice to the Pathways Program towards enhancing the effectiveness and efficiency of its support in addressing the learning challenges in the Bangsamoro, particularly on basic education matters including curriculum development, comparative education models, access and inclusion, teacher development and management, and overall education approaches including as it relates to Islamic Education and Indigenous Peoples' Education.
Employment Type : Long Term Engagement to potentially commence by first quarter of 2021
Child Protection : (Level 2) The responsibilities of the adviser may involve contact and working with children or young people.
Duties: * Advice the team leader and senior management team on education matters, taking into account the local PEA context and the capacities of education institutions in the BARMM.
Advise partners on technical education (K-3) matters and the provision of contemporary and comparative knowledge of other education contexts and how lessons from these contexts might be applied to the BARMM.
Advise on the appropriate structures and resourcing of the technical team to ensure Pathways is fit for purpose in supporting the government on achieving key education outcomes, including participation in recruitment panels for education specialist roles and also inputs to the design of TORs or scopes of work for consultants or partners required to provide technical education inputs to the program.
Ensure the program strategy, annual work-plans and MEARL frameworks integrate sophisticated and contemporary education technical thinking, contextualized to the local political economy and institutional capacity levels.
Provide ongoing oversight and quality assurance of the program's technical education output and engagement.
Develop and support implementation of capacity building and coaching plans for program staff and partners as it relates to technical education knowledge and skills and coordinate different team members' inputs into one coherent strategy.
Participate in the program annual work planning process.
Required Qualifications:
Qualifications in education, management or relevant development subject;
Strong professional experience in education service delivery in countries with complex development challenges including scale, remote areas, and conflict;
Understanding of and experience with Islamic Education and Indigenous Peoples' Education;
Able to think strategically and engage with a range of actors, including DFAT and the MBHTE, on key issues;
Experience preparing inputs for DFAT documentation, such as annual plans, progress reports, and reviews;
Experience working in the Philippines education sector, particularly in the Mindanao region is highly desirable, as is experience in a transition context;
Demonstrated ability to establish good working relationships with key education stakeholders at national and sub-national levels, with exceptional political sensitivity and objectivity;
Familiarity with the application of key Australian Aid policies, including those relating to gender equality and women's empowerment, disability, the environment and child protection;
A passion for Education for All;
Excellent written and verbal communication, liaison and interpersonal skills.
