Job Summary:
The Facilities Engineer is primarily responsible in ensuring that all building facilities equipment like elevator, genset, aircon, electrical system, pumps, firepro, etc. are properly operated and maintained to avoid unnecessary interruptions. They should be able to organize, direct, control, and supervise the day-to-day activities of their team in delivering the desired or expected results in operating all building equipment properly. They should be able to prepare annual budget (OPEX and CAPEX) for the Repairs and Maintenance of the building and should be able to render above expectation performance relative to the agreed scope of works, KPIs, SLAs, and other metrics. All required reports submission, emails, and other forms of communication should be regularly transmitted to the immediate superior and/or the management.
Primary Duties:
Daily Supervision of the Facilities Maintenance team deployed at the building to ensure compliance to PM plans and delivery of agreed SLAs.
Design, recommend, monitor and check all necessary Preventive Maintenance programs for the facilities equipment of the Client.
Submit to the Facilities Manager, for his approval, its recommendation on such PM or Maintenance programs prior to its implementation.
Recommend repair or upgrade of major building equipment (i.e generator sets, electrical, AC, elevator, plumbing and sanitary system, FDAS, fire protection, CCTV, etc.) in order to perform and comply with Technical and Safety Standards as prescribed by the law
Prepare and submit weekly and monthly reports on such dates as may be required by the Client that highlights the performance of the services rendered, work accomplishments including projects with cost-saving initiatives, innovations, and other work improvement programs
Monitors utility consumptions (power, water, etc.) of the Tenants and common areas daily, monthly. Analyze and recommend cost-saving programs or measures to the Facilities Manager
Perform the duties of a Pollution Control Officer for the building to ensure compliance with reports, effluent, and emission standards required by the government through its enforcement agencies like DENR and LLDA
Checks and monitors Tenant fit-out and renovation works to ensure their compliance with the Fit-Out-Guidelines of the building
Establish PM Checklists, 52-weeks PM Schedule, Equipment Master List, Tools and Supplies Inventory Monitoring, Service Reports and JO, etc.
Ensure compliance with statutory/government permit requirements like FSIC, Occupancy, Building Permits (MEPF), As-Built Plans, etc. On other Corporate Real Estate Services, where Client requires major works/projects or renovation of facilities fit-out of offices, and improvement works, or even new site acquisition/rented premises, provide management leadership ranging from space planning, design management, services procurement and construction management. The FE can offer PM services, subject to a separate engagement.
Shall prepare periodic budgets for the company and the Client, on OPEX/CAPEX projections pertaining to Facilities Maintenance.
Shall provide Client with scope of work, BOQ, and cost estimates for the proposed project and submit evaluation of bids within the specified period
Perform other duties as maybe assigned by the Facilities Manager or Client form time to time
Qualifications:
Licensed Architect, Civil, Mechanical, Electrical or Industrial Engineer
Minimum of 2 years solid Engineering and technical background particularly in the building operation and maintenance of mechanical, electrical, fire sprinkler, air-conditioning, sewage treatment plant, elevators, sanitary and plumbing system.
Possess good knowledge on energy efficiency concepts that can be applied in the building operation
Good knowledge in emergency response duties
Adequate knowledge in developing operations and maintenance programs and their implementation/execution
Familiar with the applicable engineering codes, standards, government regulatory statutes and industry's best practices
Good overall management skills with strong leadership traits
Possess above average communication skills (Written and Verbal), presentation skills, and customer service/relation skills
High level of coordination and negotiation skills with various trade contractors, suppliers, service providers and government regulatory agencies
Can effectively mediate and offer solutions on preventive maintenance and related technical concerns
Proficient in MS Office applications, and AutoCAD
Possesses strong physical and mental stamina to do extensive and demanding field technical and administrative works
Certified and accredited Pollution Control Officer of DENR or LLDA
