The position is assigned in the Transport and Communications (SETC) Division within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. SETC is responsible for policy dialogue, portfolio development, oversight of execution strategy, knowledge management, budget management, project quality assurance, sector analytic work and most loan and technical assistance processing and administration in the transport sector. Tasks include infrastructure development, operations and management of roads, railways, urban transport, ports, airports, and multimodal transport; regional cooperation and integration; safety and security; environment management; and energy efficiency; among others.

Job Purpose
The Associate Project Officer will provide technical and operational support by performing specialized work of broader responsibilities and greater technical depth, encompassing project due diligence in engineering and procurement planning; monitoring the status and progress of loans/grants and technical assistance (TA) projects; administering projects in compliance with project administration instructions. The incumbent will report to the designated International Staff.
Responsibilities
• Supports the Unit Head, Project Administration of SETC in the division's portfolio management, proactively coordinating with SEOD and other departments as required, and takes the leading role in preparing periodic reports on portfolio management action plans to DG of SERD under the supervision of PAU Head of SETC.
• Acts as a SETC focal point for the financial management aspect and coordinates with Public Financial Management Division (PFFM) of Procurement, Portfolio and Financial Management Department (PPFD).
• Provides support to project processing missions by participating as a team member in preparing loan and TA projects in the transport sector.
• Prepares project administration manuals incorporating the agreed project design and implementation arrangements, taking into account lessons learned from previous projects and ensuring compliance with procurement policies and procedures.
• Provides analytical support in the preparation of sector performance indicators and contributes to the development of transport sector strategies.
• Contributes to economic, thematic and sector work of SETC.
• Supports project team leaders in procurement actions, including in reviewing bidding documents for procurement of works, goods and services, EA's bid evaluation reports and recommendations for prequalification and contract awards, preparing Procurement Approval Forms for consideration by the relevant approving authorities, in full compliance with ADB guidelines and policies.
• Provides supports to project mission leaders in drafting/revising procurement plan in consultation with EAs.
• Assists project mission leaders in project review missions.
• Provides guidance to project analysts in resolving complex project issues.
• Provides necessary inputs for the preparation of TA Completion Reports and Project Completion Reports.
• Performs other duties that may be assigned as reflected in the incumbent's workplan.
Relevant Experience & Requirements
• Bachelor's degree in engineering, finance or related fields, preferably with advanced training
• At least 6 years of relevant professional experience in project management and implementation.
• Excellent oral and written communication skills in English
• Substantial knowledge and experience of project processing, project administration, data management and reporting, and general administration.
• Ability to research, analyze, and check data from external and internal sources, reconcile or explain inconsistencies and perform statistical calculations.
• Ability to support on financial management due diligence including the review of annual projects/entities financial statements.
• Familiarity with project administration of non-sovereign operations will be an advantage in addition to profound knowledge of project administration of sovereign operations.
• Proficiency in Microsoft Excel and database management methods.
• High level of proficiency in use of the Internet and standard computer applications
