Job Purpose
The Associate Project Analyst/Project Analyst will provide analytical and statistical support with respect to the division's assigned project portfolio including technical support in portfolio management, project administration, project processing, and budget management activities. He/She will provide oversight support to the work of other Analysts in coordinating and consolidating information to achieve a specific functional result. The incumbent will report to designated International Staff and Senior National Staff.
Responsibilities
• Proactively collects, compiles and summarizes data and statistics in the division for the generation of periodic reports on project administration; closing of loan projects; completion of Technical Assistance (TA) projects; anticipated loan saving in projects; status of project implementation for cofinanciers; status of selection and contracting of consultants; contract awards and disbursements of loan projects including monitoring and analyses of the actual awards and disbursements against targets to identify shortfalls and their underlying causes; and progress in the preparation of Project Completion Reports (PCRs) in a timely manner.
• Contributes actively to the preparation of Project Administration Memorandum (PAM) by gathering and consolidating data for the appendices; and drafting project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
• Prepares and updates individual Project Performance Reports (PPRs) and TA Performance Reports (TPR) every month for loans and TAs outlining all the required details such as project description/scope, loan amount etc.; Participates in the Departmental portfolio meetings when needed; Creates and updates on a quarterly basis the Public Information Documents (PID) of the Division's loans and TAs.
• Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submissions, preparing correspondence and re-estimating project costs and Bank's commitments and financing percentages; Reviews against ADB requirements and project criteria, and processes subloan applications from participating financial institutions (PFIs) under the Bank's credit lines; Endorses recommendation for approval or rejection in the case of subloans above free limit, or for authorization for withdrawal in the case of subloans below free limit.
• Participates in various missions as required such as inception, loan review, mid-term and PCR missions by providing assistance in collection of information and statistics on procurement, contract awards, and disbursements; reconciliation of project accounts, familiarizing Executing Agencies (EAs) with the Bank's loan procedures and assisting EAs where necessary in the preparation of withdrawal applications; Takes responsibilities for ensuring investee adherence to all on-going obligations for reviewing quality, timeliness and information content of all periodic information received from clients, monitoring loan covenants, and drawing to dealing officers attention any perceived deterioration in business environment or status of investees.
• Assists project administration unit (PAU) head in the review, analysis of management information system (MIS) reports; Consolidates regular reports on status of ongoing loan/grant/TA projects, achievement of intended outputs/goals; Provides background analysis of problems encountered, in consultation with dealing officer, of projects classified "At Risk".
• Reviews Request for Proposals for the recruitment of consultants and bid documents and provides initial comments to the submissions of Executing Agencies.
• Performs other tasks as required and reflected in the incumbent's workplan.
