Job Title Assistant Facilities Manager
Job Description Summary This role will Lead and coordinate the movement & operations pertaining to all the general management services requirements for DTCC Manila.

Responsibilities
The position will be crucial as this lead the general management of IFM
Provide account management expertise to ensure services are delivered in a manner that is consistent with the stated scope of services, responsibilities and service expectations.
Provide effective management and presentation of facility budget to ensure cost efficiency
Provide service to coordinate tactical support related to EHS services. Work with the client occupational health, safety & environment team to resolve any issues.
Extend support to coordinate an environment where designated critical business operations are free from interruption caused by internal building equipment failures or external utility failures.
*Provide service to coordinate procurement planning, forecasting, and analysis functions. Execute strategic outsourcing, vendor management program to support C&W procurement commitments. Ensure that all contracts covered under this scope of services should deliver the best value.
Assist and coordinate client projects and improvement plans
All work is to be completed in a manner that is consistent and compliant with all governing laws, codes and regulations, including Environmental, Health & Safety (EHS).
Develop operating plans and strategies that ensure adequate resources are available at all times to properly support or respond to the scale and technical complexity of the assigned equipment.
*Develop and implement procedures to receive and ensure the prompt handling of routine occupant service requests, including the proper communication channels, service level response goals and workload tracking mechanisms. Coordinate, properly document, and communicate new services or changes in services.
*Ensure service levels are maintained at the appropriate level, KPIs are measured, managed and reported, and issues are resolved before becoming problems.
Continually evaluate service delivery programs, processes and methods and recommend alternative means to deliver the services to realize higher quality standards. Provide comprehensive business case analysis for proposed changes which outline the proposed process/policy/strategy changes, cost/benefit, implementation plan, risks/mitigations, and actions required by client. Manage a transformation process that proposes appropriate services and service levels to meet client expectation.
*As required, assist client occupational health, safety & environment team by conducting post-incident evaluations.
*Support compliance with client environmental policies and special recycling initiatives.
*Ensure compliance by all Workers with all client occupational health, safety & environment programs.
Effectively communicate to capabilities, capacities and limitations associated with the existing auxiliary and emergency back-up power and mechanical systems.
Continuously evaluate existing auxiliary back-up equipment and develop equipment replacement and renewal programs designed to ensure reliability over the long term.
Ensure all auxiliary back-up system (i.e., generators) testing, including full load and no-load tests, occur as required to maintain the integrity of the equipment and are completed consistent with the applicable regulatory (i.e., run time limitations and impact on air emissions) requirements.
Ensure all infrastructure system maintenance, repair and new equipment installations are completed consistent with all governing codes and regulations.
Perform electrical, mechanical and plumbing system inspections and preventive maintenance services as required to ensure continuous operations.
Complete an incident report for all abnormal incidents affecting systems availability. Determine the root cause and action items required to restore availability and prevent a recurrence.
Requirements
1. High IFM and Technical knowledge particularly in equipment such as BMS, PACU, etc
2. Versatility and leadership at work
3. Advance computer Knowledge (word/ Excel / PPT)
4. Able to manage teams
5. Attention to details, organizing and coordinating skills.
6. High communication skill and can lead a meeting
7. Records maintenance skills. Knowledge of office management systems and procedures
8. Excellent time management skills and ability to multi-task and prioritize work
9. Attention to detail and problem-solving skills
10. Excellent written and verbal communication skills
11. Strong organizational and planning skills
Qualifications
1. College Graduate (Engineering i.e. mechanical or Electrical or any related courses)
2. IFM property Management experience for commercial offices (At least 4-5 years)
3. Background in ISO 5001 and 14001 and Energy Conservation
4. Knowledgeable in equipment's such as PACU, UPS, BMS, FDAS, etc
4. Certification on Safety Training would be an advantage
