The Batad Campus of Northern Iloilo Polytechnic State College (NIPSC) in the Philippines has requested the support of a Peace Corps Response Volunteer (PCRV) with a Master's Degree in Agriculture or related field, at least three years of work experience in farming systems, and at least three years of work experience in agriculture program management and planning to support NIPSC's Agriculture Department. In November 2013, super typhoon Haiyan hit Northern Iloilo, and almost all sources of agricultural livelihood were greatly devastated. NIPSC-Batad's campus, including the buildings, crops, laboratory equipment, and animals were damaged. Agriculture is the flagship program of this university and there is a high potential for a water-for-farm irrigation system, as well as improvements to the crop and animal production system. This has not been prioritized due to budget constraints amongst other difficulties. Presently, NIPSC has recovered and has made quite a bit of progress, but the skills in agriculture management for faculty need improvement, specifically in the areas of sexual and asexual propagation, organic production, post-harvest, pest management and recent crop and animal production. The university staff are also interested in building their skills and knowledge in the areas of proposal writing, planning, building partnerships, and designing irrigation systems. The faculty at NIPSC have requested support from a PCRV to serve as an expert and to provide assistance with these goals.
The PCRV will review past and existing efforts on agriculture program activities and participate in site visits to agriculture areas within the campus. The PCRV will conduct a series of trainings on project proposal development, planning and management with farming systems, crop and animal production, postharvest and pest management, and will introduce the concepts of designing irrigation systems, plant nurseries, and/or poultry and piggery for the campus. The PCRV will also have the opportunity to assist in establishing external partnerships and linkages for the campus, all with the long-term goal of helping the Agriculture Department and NIPSC as a whole further their progress in recovering from the 2013 typhoon.
Please note that departure dates and other details of this project could change because of the uncertainties as Peace Corps and local partners resume volunteer operations. Candidates selected for this position will be arriving in the Philippines together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.
