STATEMENT OF WORK
USAID Philippines Sustainable Interventions for Biodiversity, Oceans and Landscapes (SIBOL)
Training and Module Development Consultant
Background
The Philippines SIBOL Activity is a five-year project working to support the Philippine government to achieve its goals of improving natural resource governance in terrestrial and marine landscapes and stimulating public and private sector investments, leading to greater ecosystem stability and inclusive green growth.
The project is working at both the national and local levels in coordination, support, and partnership of the DENR, the DA-BFAR and USAID. In addition, SIBOL works in four project sites that are key focal biodiversity areas following SIBOL's Planetary Health Approach principles: (1) using a landscape approach for natural resource governance; (2) "counting what counts" with regard to data analysis and tools that can feed into the measurement of ecosystem benefits; and (3) engaging the government, private sector, and civil society organization partners at the national and site level to ensure sustainability of the interventions beyond the life of the project.
SIBOL has three main strategic approaches to improve natural resources management within five years: strengthen science-driven decision making; improve smart economic incentives; and strengthen preventive enforcement. A fourth approach cuts across the various themes covered by the approaches listed above. It focuses on activities aimed on achieving the following results: strengthen natural resources policy framework, improve interagency collaboration, and uphold environmental and social safeguards (ESS).
Strategic Approach 3 (Strengthen Enforcement) intends to support the government in the development of a comprehensive environmental enforcement framework plan that highlights prevention. SIBOL will enhance enforcement systems with the use of appropriate tools and improvement in inter-agency coordination. SIBOL will focus on preventive enforcement through clear communication of economic incentives for sustainable behavior and penalties for illegal activities, that would steer would-be violators away from commission of environmental crimes. In this manner, enforcement success will be measured by the threats reduced and resources protected, rather than by 'body-count' after the natural resources have already been destroyed or exhausted.
Justification
The Sustainable Interventions for Biodiversity Oceans and Landscape (SIBOL) Activity has conducted numerous trainings, workshops and seminars in the last two (2) years. These training designs, modules and curriculum were developed and implemented by Strategic Approach leads as well as consortium partners under the auspices of SIBOL. This year, being the 3rd year of implementation, the Activity intends to start packaging them uniformly while being enhanced through field testing.
Moreover, SIBOL Activity also committed to support the DENR's Protected Area Academy (PA Academy) in terms of reviewing and developing its provisional training modules produced by another USAID project called Protect Wildlife. The Activity therefore will hire a training specialist on a short-term consultancy basis. The engagement will have a 60-days LOE starting September 1, 2022 and will end in December 30, 2022. The engagement may be adjusted based on the pace and or/amount of work.
Educational and Professional Qualifications
The Training and Module Development Consultant should possess the following educational and professional qualifications:
Bachelors degree on Education Management preferred
Post-graduate degree of any course preferred but not necessary
Extensive work in developing, packaging, implementing training designs and/or modules
Experience in conducting training, workshops, seminars or teaching in academic institution
Familiarity in different training styles and approaches (pedagogy)
Familiarity with natural resources and conservation-science related-topics preferred but not necessary
Exposure with development partners (bilateral/multilateral) preferred, but necessary

Amount and Mode of Payment
The Consultant shall be paid after the completion of each module. The total billable LOE for this SOW is equivalent to 60 work-days.
Duration
The consultant shall be engaged for a total Level of Effort of equivalent to 60 work-days from September 15, 2022 to December 16, 2022.
Reporting and Supervision
The Consultant will work under the direct supervision of the Deputy Chief of Party (DCOP) Technical.
