Primary Responsibilities:
Manage Trade Compliance for Texas Instruments in the Philippines
Duties includes:
Ensure complete compliance with local and applicable international import/export regulations in the context of TI operations in Philippines
Leadership to grow the relationship between TI and key regulatory officials, influencing existing government processes for ease of business, resolve occasional disputes, etc.
Develop effective trade compliance/logistics strategies in collaboration with other TI managers locally and globally. Includes collaboration to influence the regulatory environment regarding trade compliance / logistics to drive ease of business; reduce cycle time / operational cost, non-tariff barriers, etc.
Trade compliance support to TI Technology Manufacturing Group (TMG), Sales, University Program, External Manufacturing, etc.
Trade Compliance Activities:
Function as the first line of contact for any trade compliance inquiries
Exercise authority to stop shipments and hand-carried materials that potentially violate international trade regulations
Facilitation of site import/export operations policies, procedures, and processes
Maintain the Compliance Control Program (CCP) / Internal Control Program
Conduct TI PH based audits / risk assessments to ensure processes, procedures, and operations are within compliance
Conduct associated compliance training
Administer the Site Visitor Program
Provide trade compliance review and approval of local contracts / agreements
Responsible for obtaining local government licensing and timely reporting
Support to other locations for shipment clearance in/out of Philippines
Oversee preparation and submission of documentation; obtain requisite licenses/registrations, record keeping, etc.
Develop and update new business process flows
Miscellaneous Shipment process support
Interfaces with:
Key government agencies, such as Customs, Philippine Economic Zone Authority (PEZA), Department of Trade & Industry - Strategic Trade Management Office, Philippine National Police and other related agency officials.
TI Trade Compliance colleagues at the global & regional level, including TI Trade Counsel and active participation in Asia Trade Compliance team activities
TI Philippines and global management
TI Supply Chain & Logistics personnel
TI TMG and Strategic Business Entity (SBE) personnel
TI Government Relations
Third party representatives and suppliers of trade compliance services
Minimum Requirements:
Minimum of 5 years' experience in export / import compliance matters
BS Industrial Engineering / BS Electronics Engineering/ BS Finance/Management/Economics degree preferred
Management, Organization and Other Professional Skills Required
Knowledge or prior working experience in Supply Chain & Logistics
Preferred Qualifications:
Knowledge and application of Strategic Trade Management Act regulations
Knowledge of US Export Administration Regulations is preferred
Knowledgeable in fundamental requirements of export and import transactions, particularly rules involving:
Fluent in Microsoft Word, Excel and PowerPoint. Programming ability in Excel VBA would be a plus
SAP systems and Global Trade System (GTS) knowledge. Utilize SAP skills to monitor trade compliance oriented metrics and to check shipment compliance/process health
Knowledge and understanding of cultural diversities
Have a "roll up your sleeves" work attitude and perform tactical work tasks
