POSITION TITLE: Technical Operations Specialist
GROUP: Agriculture and Volunteer Programs

LOCATION: Quezon City
POSITION SUMMARY:
The Technical Operations Specialist supports project operations for technical interventions in the Building Safe Agricultural Food Enterprises (B-SAFE) Project. The Technical Operations Specialist provides technical support in implementation as well as management and oversight of the administrative aspects of the project, including procurement, monitoring of contracts, and human resources.
ESSENTIAL RESPONSIBILITIES: * Coordinate and manage the grant proposal review process with the technical team.
Coordinate the completion of grant packages including the grant agreement and supporting documents and work with home office project management and awards management staff in the review and approval of the grant package.
Coordinate with technical and MEL staff to ensure proper monitoring of grant implementation.
Support the development and implementation of the Technology Innovation Challenge.
Support consultations and finalization of the 5-year National Strategy on DA Laboratories for Food Safety and SPS and its subsequent capacity development for ISO 17025 certification for specific laboratories.
Assist in the procurement activities, including the preparation of documents and contracts and monitoring the delivery of output and disbursal of payments.
Draft technical consultant agreements and assist supervisory staff in the review of consultants' work, outputs, and invoicing, particularly on compliance to contractual obligations.
Facilitate the recruitment of new employees and consultants, including the necessary paperwork and compliance of personnel documentation, including the monitoring of staff leave credits, in accordance with the B-SAFE Employee Handbook.
Facilitate timely performance review of personnel and providing necessary advice to improve staff/team performance.
As Security Focal Point Person, collect security information and communicates security plans, incidents, and procedures for COP, Project Staff, and DGSS as needed.
OTHER RESPONSIBILITIES:
Contribute to the overall program planning, monitoring and reporting to ensure timely and efficient progress in line with project goals and objectives.
Ensure operational efficiency and quality of implementation to meet the program's goals
MINIMUM QUALIFICATIONS
Bachelor's degree in Business Administration, International Development, Technology Management, Food Technology, or other related fields
Minimum 5 years' experience in project implementation and operations including procurement, HR and finance
Experience in working on USG funded projects, experience with USDA projects preferred.
Knowledge, Skills & Ability Requirements:
Demonstrated experience in overseeing project operations, HR and finance matters
Ability to work in team and have good interpersonal communication skills.
Good Microsoft Office skills (Word, Excel, Outlook, Teams).
Excellent written and spoken English skills.
