The part-time Technical Officer is responsible for coordinating technical activities to support VFJ activities in all three implementing countries. The Technical Officer will actively collaborate with program/technical leads in each country to support the development of mentorship tools, facilitating training for mentors and mentees, and supporting management of mentor/mentee pairs. The Technical Officer will also provide support to program/technical leads in each country in cultivating private sector partnerships. The Technical Officer will also support the Project Team's communications and outreach efforts, in line with funder guidelines.
This position is funded until November, 2021, and reports to the Thailand-based VFJ Chief of Party. This is a part-time position and can be based out of our Philippines or Indonesia locations.
Job Description
The part-time Technical Officer's specific responsibilities will include, but are not limited to:
Providing technical support for adapting EDC's mentorship tools to meet the needs of VFJ program partners. This support may entail revising curriculum based on the needs of specific partners, facilitating debriefs to understand what's working, translating materials into local language, and supporting the program/technical leads in each country.
Supporting and coordinating mentor/mentee pairs for approximately 50 mentors and mentees in each VFJ country. This may include management of pairs on online platforms such as Facebook or WhatsApp.
Facilitating virtual trainings and check-ins of mentors and mentees, including scheduling meetings, communicating agendas, and following up with participants. May lead virtual training and meetings.
Supporting the VFJ team in understanding metrics meaningful to the funder and other private sector program partners, and in implementing approaches to gather data on mentor/mentee pairs in line with the funder and other private sector partners' needs and expectations.
Supporting the preparation and presentation of VFJ's accomplishments, impacts, and activities to local stakeholders and donors.
Assisting with periodic reports as appropriate or necessary.
Developing communications materials in English and local languages to promote VFJ work, including fact sheets, success stories, audiovisuals, press releases, etc.
Collaborating with EDC Home Office to adapt social media posts and success stories for international audiences and ensure materials are in accordance with VFJ branding and marking guidance.
Preparing and coordinating beneficiary communication reimbursement in three countries and assisting with other operations or administrative tasks.
Other Duties:
Participating in staff and technical team meetings, as necessary.
Providing support to other special initiatives as needed.
Demonstrating professionalism when managing sensitive and confidential documents and information and in working with co-workers and project partners.
Complying with the project and organizational policies concerning security, human resources, financial and grants management, the confidentiality of information, and the like.
Complying with EDC's administrative and HR regulations, including policies and procedures on performance management and annual performance review.
Performing other duties as may be assigned.
Qualifications
Bachelor's degree and 5 to 6 years of progressively responsible and directly relevant experience required; advanced degree preferred, preferably in education, instructional technology, curriculum development, or other related disciplines.
The Technical Officer's skills and experience should include:
Experience with implementing mentorship programs including participating as a mentor or mentee.
Experience working with private sector partners, demonstrating knowledge of private sector's role in youth workforce development activities.
Experience in using online Learning Management Systems (LMSs) or virtual classroom management tools.
Experience in youth workforce development as related to the emerging digital economy.
Experience in developing and adapting curriculum materials to meet TVET needs in Indonesia or the Philippines or other comparable nations.
Must have experience working with youth and teaching or facilitating experience.
Strong interpersonal skills and excellent oral and written communication skills in English and a local language required.
Ability to establish contacts with local and national media (newspapers, television, radio, etc.).
Capacity to work effectively with teams.
Strong time management and attention to detail.
