OBJECTIVES OF THE PROGRAMME
To achieve in a manner that is both timely and high impact, the control of communicable diseases throughout the Region, through the delivery of programmes and technical support that target the reduction of the morbidity and mortality of such diseases. The programme will respond to the needs of the region through ground level surveillance, monitoring and evaluation; consistent efforts to provide access to the highest levels of prevention, treatment and care; and a comprehensive approach to advocacy, communication and involvement that results in the committed partnership of all stakeholders.
Unit Mandates: Malaria, other Vectorborne and Parasitic Diseases (MVP)
To expand the implementation of the malaria, vector-borne and parasitic (including dengue and neglected tropical diseases) strategy and strengthen disease control by: applying effective strategies and policies, including those related to coinfection and multidrug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations and corporate partners, through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.
DESCRIPTION OF DUTIES * Provides technical support to the Philippine National Malaria Control and Elimination Programme in all aspects of the intensified implementation programme, particularly in relation to cross-programme and cross-sectoral integration as per Universal Health Coverage (UHC) initiative of the Department of Health (DOH) to reach the unreached;
Cooperates with donors, research institutions, NGOs and other stakeholders in controlling and eliminating malaria, and supports the Government of the Philippines in sector coordination, in order to harmonize technical assistance and programme implementation (including Global Fund-related initiatives) and strengthen the national programme;
Provides advice and technical support in collaboration with the National Government to national counterparts at various levels in all aspects of programme planning, organization, implementation, scale-up and evaluation of activities, for the control or elimination of neglected tropical diseases, including lymphatic filariasis, dengue, schistosomiasis, soil-transmitted helminthiases, yaws, rabies and leprosy;
Provides support in communication and information sharing, including health promotion, media, documentation, publications and website and encourages and reinforces operational research in communicable diseases with emphasis on malaria and neglected tropical diseases.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in science or medicine with postgraduate degree at the master's level in public health, tropical medicine, epidemiology, medical parasitology or entomology, from a recognized university
Desirable: Postgraduate training in programme management and evaluation. Research training (e.g. Doctorate degree in relevant topic)
Experience
Essential: Minimum of seven years of experience in public health disease control programme activities including at least three years of vector-borne diseases control and/or research at international level.
Desirable: Experience in health systems development and operational research; knowledgeable with global fund-related initiatives; working experience in developing countries.
Skills
Thorough knowledge and understanding of malaria and other vector-borne and parasitic diseases and their control/elimination.
Skills in health situation analysis, strategic thinking, programme management and evaluation in promoting national capabilities at all levels.
Ability to travel and work in remote field conditions.

Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.
REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3096 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
