Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on agriculture, peacebuilding, emergency response, disaster risk reduction, and health. The Philippines country program has more than 150 staff with a main office in Manila and sub-offices in Iligan, Davao, Tacloban, and Catarman. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program also provides support to CRS's work in Indonesia, Timor Leste, and the Federated States of Micronesia, and has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.

Project Background
In the aftermath of Super Typhoon Yolanda, CRS and the Anibong community aim to build safe, sustainable, resident-governed communities as a model for other low-income urban areas in the Philippines affected by emergency shocks. CRS is committed to implementing a resettlement project through a community-driven and organizing approach. The program which will be focused on building more resilient communities and offering a long-term safe housing option for families currently residing in "Non Dwell Zones". 900 families who are currently residing in Tacloban, will be direct beneficiaries of this project.
Job Summary
You will provide technical analysis and support in the oversight and supervision of all construction activities for the site development or infrastructure project in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practice to technical staff to advance the delivery of high-quality programming to the poor and vulnerable.
Job Responsibilities
Coordinate and/or perform various engineering activities in support of program/project design and implementation; including but not limited to the development of the site/construction supervision and inspection plan based on the Program of Works (POW) and number of "Hold Points", in coordination with the Program Manager, HRD Shelter and Settlements TA, and Senior Construction Manager
Conduct a weekly assessment on the progress of the construction activities regarding resources and constraints, and make recommendations if necessary and process the weekly payment of the contractors involved in housing construction.
Manage and maintain a healthy-safe construction site, and act as Safety Officer and integrate the Occupational Health and Safety (OHS) as part of the inspection checklist of each relevant item of work (e.g. scaffolding, electrical wiring, safety barrier, etc.). Also conduct safety induction course (SOC) prior to commencement of work.
Organize through workers or contractors all necessary works required and provide site supervision and certification of works completed. Ensure among workers, beneficiaries and contractors' proper financial, material and manpower resource management, as per the agency and donor regulations.
Communicate construction supply needs and gaps to the Senior Construction Manager and initiate consolidated supply requests from the engineering team. Report any concerns regarding warehousing, distribution or procurement, and make recommendations to improve when necessary.
Coordinate with CEO, or other relevant agencies, on the technical standards for community level construction and provide certification and proper reporting of CRS' infrastructure works. Ensure that all construction works are implemented in compliance with quality standards and materials specifications.
Review contractor manpower schedule to ensure that the project will complete on the target period.
Scope
S/he shall supervise the CRS' foremen for the construction of activities
Typical Background, Experience & Requirements Education and Experience
H/She must be a Licensed Civil Engineer; who has at least five (5) years' experience in various construction projects (i.e.: Sub Division Housing development/ construction, DPWH project, etc.), with a minimum of three (3) years of which in construction supervisory capacity.
Working experience with International or national NGOs or government agencies in the planning, management, and implementation of construction or housing and infrastructure projects will be preferred.
Geodetical Survey (i.e.: familiar with Total Station and or Theodolite and Water-pass), staking out, road trace- horizontal & vertical alignment.
Experience in supervising and managing the quality of fast track project of site development and housing project at the area of 10 hectares or bigger or equal with will be desirable.
