MAIN PURPOSE OF JOB
The Technical Adviser-- Monitoring, Evaluation, and Learning (TA-MEL) will lead the monitoring and evaluation portfolio and supports the Technical Director and the Country Project Director (CPD) on program progress as required. S/he ensures that results/achievements and lessons learned from field implementation and stakeholders are collected, analysed, communicated, and applied in a systematic and consistent fashion. The TA-MEL will assist in the development and implementation of the results framework and an MEL plan based on the framework. S/he is also responsible for ensuring data collection, quality, and compilation, writing, and sharing of regular and ad hoc reports.
MAIN DUTIES AND RESPONSIBILITIES
Technical Support 90%
With technical support from the HQ MEL team, lead the development and implementation of the county level MEL Plan including results framework, indicators, monitoring plan, baseline, targets, data collection, data quality assurance, and quarterly and annual reporting.
Provide direct technical assistance in MEL and knowledge management as required, including the management of assessments, evaluations, strategic studies, data collection, and analyses as needed.
Promote collaborative tools to facilitate sharing of ideas and work among MTaPS technical teams and external partners.
Compile lessons learned and success stories.
Prepare briefings, papers, and slide shows in collaboration with the technical team for presentation to USAID and partners on the project's activities and lessons learned
Assist in the coordination of program reviews.
Participate in meetings with outside partners as needed.
Compile, analyse and present data as necessary for reporting of program progress and impact, and quality assurance.
Develop procedures and instruments for planning, monitoring and evaluating project activities based on the results framework and the activity timeline.
In collaboration with the Knowledge Management (KM) unit, contribute to MTaPS' KM and Learning agenda.
Capacity Building 10%
Contribute to MEL capacity building activities through on-going coaching and mentoring of MEL and project's staff in charge of MEL activities.
Strengthen capacity for data use among project staff
Under the guidance from Technical Director, and in collaboration with the in-country technical team, support the development and implementation of specific M&E plans, and represent the team in technical meetings with other USAID implementing partners as needed.
QUALIFICATIONS
Education
Required:
Bachelor's degree in information management, business administration, or health related field
Preferred:
Post-graduate degree in information management, business administration, public health or related fields
Experience
Required:
Bachelor's and 6 years of experience; Master's and 4 years of experience, Doctorate and 2 years of experience.
Experience in Monitoring and Evaluation, Health Management Information Systems (HMIS), project management, community development, communications, or related field
Preferred:
Specialized training and/or some experience relating to pharmaceutical systems, supply chain management or pharmaceutical services
Relevant experience in international public health particularly in the implementation of reproductive health, maternal and child health, HIV/AIDS, malaria, and TB prevention, care, and treatment preferably in the Philippines.
Knowledge and Skills
Ability to write lucid technical reports and documents, and to make presentations in English is required.
Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred.
Excellent writing and presentation skills in English are essential
Expertise in data analysis and visualization
Experience with data use capacity building
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
Competencies
Ability to work independently and in team
Good judgment for decision making.
Strong interpersonal and communication skills; ability in consensus building and constructively leading a team.
