The Technical Advisor-- Management Information Systems (MIS), will provide technical guidance for the development and implementation of innovative strategies to strengthen the availability and use of pharmaceutical information for decision-making. The TA-MIS leads MTaPS Philippine's collaborative efforts with DOH and other USAID-funded programs and relevant stakeholders in the field of information systems strengthening and information for decision-making. The TA-MIS will provide technical assistance to the DOH for implementing the eLMIS and barcode system across the country. She/He will facilitate project management for smooth implementation of the eLMIS and other information system deployment project. Working with the DOH, technical partners, and other members of the MTaPS team, the TA-MIS will assist in defining the initial application and system architecture, and develop and monitor an implementation roadmap for DOH to roll out the eLMIS and other information systems across the country.
Technical Support 40%
Work with MTaPS team and other stakeholders, support the DOH to define the critical data, processes (flows) and HR needed for PSCM and PV information system to operate.
Support the DOH in overseeing the development, testing and piloting processes of the eLMIS to maximize the likelihood of successful implementation.
Work with the selected software vendor, technical partners and DOH to develop an integrated project management plan (including rollout plan) for the eLMIS and other agreed information systems.
Provide technical assistance to DOH to identify IT service demands with technical clarification and communication with the Software vendor, IT Service providers, technical partners and various implementing parts of the DOH.
Facilitate requirements elicitation and envisioning of the eLMIS future state and develop a roadmap for rolling out the eLMIS across the health systems.
Support DOH to facilitate and formalize the documentation and communication of eLMIS requirements and business processes alignment across the full life cycle of the eLMIS and other information systems implementation.
Participate in the development of communication materials, presentations, articles, concept papers, abstracts and posters in the context of knowledge management and participate in the presentation of these products to various audiences and forums.
Capacity Building 30%
Identify needs, develop capacity development plan, and provide agreed training and learning sessions to various parts of DOH.
Facilitate quality assurance and training related to implementation of eLMIS and other information systems rolling out.
Participate in evaluation and learning from the eLMIS testing and early deployment and identify requirements for full deployment of eLMIS across the country
Liaise with the DOH, software vendor, technical partners as well as with other MTaPS team members in coordinating and implementing activities related to the pharmaceutical information system strengthening
Provide technical support to DOH for system strengthening related to collection, management and analysis and use of Procurement and Supply Chain Management (PSCM) and Pharmacovigilance (PV) related data for decision making.
Monitoring & Evaluation Leadership and Strategic Decision Making 30%
Support collection, aggregation, analysis and visualization of supply chain and PV data to inform operational and programmatic decision-making and monitoring, including monitoring stock on hand and consumption at different levels of the system.
Support DOH to establish quarterly and annual data collection and reporting mechanisms for specific portfolio of activities.
Support DOH to design and implement PSCM and PV data quality validation and assurance mechanism.
Support implementation of the MTaPS M&E strategy in collaboration with the MTaPS Senior MEL Adviser and other team members.
Provide updates to the Senior Technical Adviser, Technical Director, and Country Program Director for regular communication and reporting to the USAID Mission and MTaPS Headquarters.
Maintain programmatic files with key programmatic documents related to assigned tasks.
Education
Required:
Bachelor's degree in systems engineering, computer sciences, information systems, software quality assurance or in a health related field required.
Preferred:
Master's preferred
Experience
Required:
Bachelor's and 5 years of experience; or Master's and 3 years of experience in IT business, systems analysis, or project management in information systems projects.
Specialized training and/or some experience relating to pharmaceutical systems, supply chain management or pharmaceutical services
Preferred:
Expertise and experience in procurement and supply chain management related information systems, including system architecture, application design, current and innovative technologies, and open source solutions and standards.
Knowledge and Skills:
Ability to write lucid technical reports and documents, and to make presentations in English is required.
Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred.
Excellent writing and presentation skills in English are essential
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
Ability to work independently and in team
Good judgment for decision making.
Strong interpersonal and communication skills; ability in consensus building and constructively leading a team
Travel requirements: Availability to travel domestically and internationally as needed up to 30% of the time.
Keyboard use, pulling drawers, lifting papers less than 10 lbs.
