Technical Advisor for Local Governments and Environment
Job Summary:
Reporting to the Chief of Party (COP), the Technical Advisor is responsible for engaging the Department of Interior and Local Government (DILG), selected provincial and local government units, communities, and other stakeholders to advance policy and institutional reforms and to enforce good governance in the energy sector-related interventions at the national, regional, and local level as these directly impact the objectives of Energy Secure Philippines. S/He will oversee the capacity strengthening portfolio of ESP and direct the provision of technical assistance and training support to partner provincial and local government units as well as key locally based private sector and non-government organizations.
She/He will ensure appropriate mix and balance of training, technical assistance, supportive supervision, coaching, mentoring, and information sharing with ESP subcontractor Philippine League of Local Environment and Natural Resources Officers Inc. (PLLENRO). The Technical Advisor will also provide technical support to staff and local partners in ensuring capacity building activities are promoting best practices as appropriate to the needs of the organizations
Essential Duties:
Lead all the local government-related tasks/interventions proposed or to be identified under ESP such as but not limited to EVOSS integration, local energy planning, implementation of energy efficiency measures, financing options for local governments, building partnerships with the local private sector, localizing the USAID Climate Agenda, supporting the development of ordinances and other policies, and capacity building of LGUs
Coordinate with and provide support to DILG, DOE, ERC, and other key government partners through ESP's subcontractor PLLENRO to engage various government and non-government stakeholders and community in dialogue, planning, implementation and monitoring, policy reform, and accountable governance
Collaborate with COP, Deputy COP, Objective Leads, Monitoring, Evaluation, and Learning (MEL) Manager and other team experts to develop strategic approaches in monitoring and analyzing quantifiable results of various tasks/interventions as these relate to local government component of ESP
Contribute to possible innovative ideas for grants funding in advancing objectives of the Grants Under Contract (GUC) / Energy Evolution Challenge
Support the development of USAID-mandated environmental reports for ESP and GUC activities
Prepare, with support from Finance and Grants Manager, financial reports for Quarterly, Annual, and Final reporting to USAID, and Quarterly Accruals Report in accordance with established deadlines
Guide PLLENRO and other partners working in ESP's local government-related tasks/interventions in the preparation of reports, documents, and other financial requirements of ESP
Provide technical assistance and support to project staff and local partners as may be required
Perform business and proposal development needs as assigned
Additional specific tasks and duties to be assigned by the COP as necessary to fulfill deliverables
Minimum Required Education & Experience
At least eight (8) years of experience working with Local Goverment Units, providing policy advisory within the context of the energy sector; and a Master's degree in public administration, economics, environmental planning, law, and related disciplines (or a Bachelor's degree and 10 years of relevant experience)
Experience in managing USAID programs, projects, activities, and/or grants. Familiarity with USAID rules and regulations on project management, local governance, and environmental protection considered advantageous
Skills & Abilities
Demonstrated ability to create and maintain effective working relations with Philippine government personnel, stakeholders, NGO and private sector partners, and international donor agencies
Strong analytical and communication skills with an ability to deliver appropriate, relevant, and clear messaging to all levels of government and stakeholders
Ability to work independently and within matrix project, program teams and challenging environments
Professional proficiency in spoken and written English is required, with the ability to produce professional quality English-language documents
Working knowledge in use and application of computer software relevant to coordination, policy research, and project implementation
Demonstrates commitment to RTI's mission, vision, and values
