USAID RenewHealth project implemented by URC: Expanding Access to Community-Based Rehabilitation (CBDR) Services in the Philippines is a five (5) year project from May 2019 to May 2024. The primary objective of the project is to help persons who use drugs (PWUDs), people in recovery, and their families obtain access to informal care, self-help or community-based treatment and recovery support to reduce or prevent drug dependence. By the end of the project, more communities will be able to provide evidence-based approaches to CBDTR services that Filipino PWUDs and their families can access without fear or prejudice.

Project Overview:
USAID RenewHealth: Expanding Access to Community-Based Rehabilitation (CBDR) Services in the Philippines is a five (5)-year project from May 2019 to May 2024. The primary objective of the project is to help persons who use drugs (PWUDs), people in recovery, and their families obtain access to informal care, self-help or community-based treatment and recovery support to reduce or prevent drug dependence. By the end of the project, more communities will be able to provide evidence-based approaches to CBDTR services that Filipino PWUDs and their families can access without fear or prejudice.
Position Overview:
The Team Lead - Policies and Systems will lead collaboration with the DOH including its CHDs, and relevant agencies such as the DILG and DDB and other stakeholders to develop medium and long-term legal, policy and program frameworks.
Job Description:
Under the management of the COP, work collaboratively with the DOH, DILG, DDB and other stakeholders in the development and review of public policies and systems in support of CBDR implementation;
Strengthen the governance and leadership capacity of the Anti-Drug Abuse Councils, particularly the BADACs, for CBDR service delivery through capacity building, policy dissemination and planning with the new client flow as the foundation;
Support efforts to improve and institutionalize fiscal, financial and human resource management for CBDR at all levels; and
Work with PhilHealth, LGUs and other stakeholders in developing health financing options or modalities for CBDR.
Qualifications
Required Experience & Qualifications:
Advanced university degree (Master's degree or equivalent) in public health and public health, law, political science, public management and administration, social sciences or related field.
Proven experience in engaging government (health and non-health sector) on public health policy
Preferrably with experience or exposure on substance use treatment
Experience in capacity building and facilitation of planning
Capacity to spearhead a team of diverse stakeholders.
Ability to gather strategic information and disseminate evidence and rights- based approaches while local culture and dynamics.
At least 7 years of experience working in public health programs.
Full-time commitment to the project, a must.
