Duties and Responsibilities:
1. Prepares and recommends plans and budget for information systems acquisition, upgrade, and maintenance.
2. Plans, organizes, directs, and monitors activities towards fulfilment of target goals and objectives.
3. Provides for and allocates the resources necessary for the attainment of target goals and objectives.
4. Develops, implements, and maintains information security standards, policies and procedures.
5. Develops, implements, and maintains problem management policies and procedures to ensure resolutions of incidents and problems within acceptable and agreed upon resolution time.
6. Develops, implements, and maintains change management control policies and procedures to maintain integrity of information systems. These include upgrades to new versions of operating systems and 3rd party system software and database, enhancements to existing information systems, among others.
7. Develops, implements, and maintains access control policies and procedures to ensure that only authorized personnel, external and internal, are allowed access to the application systems, information database and computer resources. Develops, implements, and maintains software management policies and procedures to ensure only authorized software are used in the organization.
8. Oversees the implementation and maintenance of technical library and documentation.
9. Conducts reviews of changes to information systems and turnover of new applications systems to production.
10. Conducts periodic internal operations and systems review to ensure compliance to information security policies and procedures.
11. Develops individual career plans and programs for personnel including hiring, performance appraisal and evaluation, training, and promotion of these people.
12. Prepares periodic management and performance reports as required.
13. Monitors and ensures adherence to company policies and procedures.
14. Monitors and ensures adherence to Technology and Operations policies and procedures.
15. Monitors and ensures adherence to Information Security policies and procedures.
16. Performs other duties that may be required by supervising head.
Technical Competencies:
1. Experience in on premise, cloud-based & visualization technologies and deployments.
2. In-depth understanding of Full Stack Development.
3. A detailed understanding of database design and administration.
4. The ability to integrate a variety of data sources and databases into a single system.
5. Good knowledge of SQL and related databases, with a preference for those with MySQL, NoSQL & SQL server experience.
6. Experience building or maintaining a CMS.
7. Knowledge of MVC frameworks.
8. Solid experience in developing Web Applications using PHP, Codeigniter.
9. Work experience with MEAN (Mongo, Express, AngularJs, ReactJS , NodeJs) is a plus.
Minimum Qualification Standards (per Civil Service Commission Quality Standards Manual);
Education: Bachelor's degree relevant to the job.
Experience: Three (3) years of relevant experience.
Training: Sixteen (16) hours of relevant training.
