SUPERVISING ADMINISTRATIVE OFFICER

Experience : Three (3) years of relevant experience
Eligibility : Career Service Professional or Second Level Eligibility
Training : Sixteen (16) hours of relevant training
1. Supervise the general recruitment and placement activities of the Commission such as, but is not limited to: recruitment, placement and staff orientation, to effectively meet the staffing requirements of the organization.
2. a) Develop, implement, oversee and evaluate of the Commission's Learning and Development Plan to ensure that the initiatives contained therein are aligned with the organization and employee's professional development requirements.
3. b) Develop, review and edit training modules and materials to ensure that training programs are aligned with the identified training gaps.
4. Implement the Commission's training policy to ensure compliance with relevant laws and regulations (i.e. procurement, budget).
5. Monitor the submissions under the Strategic Performance Management System (SPMS) to determine performance-related gaps that may be addressed by applicable HR interventions (i.e. training, coaching
6. Review accuracy of salaries, compensation and leave computation including the preparation of the Obligation Request (OR) and Disbursement Vouchers (DVs);
7. Review and recommend proposals for enhancements and changes on existing processes and systems of compensation, benefits, leave administration and welfare mechanism of the organization to align and update the Commission's policies with existing government rules and regulations;
8. Implement and review existing policies, guidelines and procedure relative to the Commission's rewards and recognition program;
9. Monitor the implementation of the Commission's policies and the disciplinary actions for erring employees to ensure strict employee adherence and compliance thereto.
10. Represent the Division and the Commission in meetings, conferences, etc., as may be assigned.
11. Perform other functions as may be assigned.
