Stakeholder Engagement and Community Mobilization Officer
Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Activity
This position will collaborate closely with local key stakeholders and sectors in the community (including women, youth, IPs and senior citizens, and identified private sector partners) in ensuring broad and active participation in SIBOL-supported activities, establishing and maintaining social and institutional links and direct communication, and leading community awareness and information dissemination to local communities and groups in SIBOL project sites.
Responsibilities:
Technical functions:
Act as key facilitator and coordinator in the conduct of local PEA study in coordination with Site Manager and PEA National Lead Coordinator;
Identify, acknowledge and highlight unrepresented but key groups, persons or bodies that are underrepresented or marginalised in SIBOL project sites;
Establish, liaise, coordinate and maintain social and institutional links and direct communication with local leaders and members of local groups, organizations and associations in project sites;
Lead community awareness and information dissemination activities for local communities and groups;
Support and participate in local research and baseline assessments to be conducted in SIBOL project sites;
Provide regular activity and monitoring reports.
Program Management functions:
Coordinate with SIBOL Governance Specialist in local stakeholder engagement and community mobilization activities;
Liaise and coordinate with identified private sector partners for the PSE activities;
Coordinate with community groups identified for the enterprise development activities from the FFP grants component;
Under the guidance of the NRM specialist, supervise the conduct of supply chain studies at the site;
Under the guidance of the NRM specialist, coordinate the activities identified with the local application of economic instruments at the site;
Coordinate with other programs operating in the area that directly relate to the SIBOL agenda;
Act as the local counterpart of both NRM and Governance Specialist, and the FFP work;
Assist the Law Enforcement Specialist in liaising with the enforcement community;
Ensure that all requirements for training such as but not limited to Leahy Vetting are complied with;
Assist in the conduct of training in the site;
Assist the Site Team Lead in the preparation of work plans and reports.
Qualifications:
Master's degree and 3 years of experience or Bachelor's Degree and 6 years of experience in Community Development, Social Work, Sociology, Anthropology, Communications and related disciplines;
At least 5 years of work experience in community organizing, community mobilization, and/or resource mobilization in the site-specific LGU and NGO community is required;
Experience or understanding of the basic operations of the local government and NGO community in the project site is preferred;
Prior USAID or any development agency work experience is highly preferred;
Competencies in public speaking and facilitating meetings are advantages;
Knowledge of basic MS Office and Outlook is required.

Examples include remaining in a stationary position for long periods; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, within RTI and outside of RTI; frequently moving about inside and traveling between offices and laboratories; frequently conducting laboratory site inspections (if applicable); ability to handle the stress associated with meeting frequent, multiple, and tight deadlines; ability to work in excess of 40 hours per week as workload and deadlines may require; and ability to have regular, reliable, and predictable attendance.
