Background
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Monitoring, Evaluation, and Research (MER) Assistant to provide technical support in the conduct of evaluation and research activities, as well as special studies. Panagora will consider applicants nationwide and encourages applicants from the National Capital Region.
Duties and Responsibilities
Assist in drafting technical papers and reports (e.g., Statement of Work, Technical Proposals, How-to-Note)
Assist in stock-taking, review of resource materials, and identification of knowledge gaps as a subject of research activities or special studies
Assist in the coordination, organizing, and documentation of meetings and events related to the conduct of MER activities and special studies
Assist in collecting data sources and maintaining a database in support of MER and special studies
Assist in the management of MER activities, both in-house and outsourced, including recruitment of short-term consultants and tracking of consultants' performance
Perform other tasks as maybe assigned
Requirements
At least two (2) years of experience in a relevant discipline is preferred.
At least a Bachelor's degree in social sciences or related disciplines.
Demonstrated technical writing skills; excellent English communication skills are an advantage
Knowledge of research methods, M&E frameworks, approaches, and technologies is an advantage.
Functional knowledge of relevant data processing, analysis, and presentation software is a must (e.g., SPSS, NVivo, Tableau)
Willingness and ability to work together as part of a team.
Reports to: The CLAimDev Senior Monitoring and Evaluation (M&E) Specialist
Level of Effort: This is a full-time position based in the Philippines.
