Background
The Collaborating, Learning, and Adapting for Improved Health (CLAimHealth) Activity provides monitoring, evaluation, and learning support to the U.S. Agency for International Development (USAID)/Philippines' Health Project (2017-2024), which seeks to improve health outcomes for underserved Filipinos. In the Philippines, USAID's TB Innovations and Health System Strengthening System (TB IHSS) works to assist the Department of Health to actively identify, develop, test, and scale-up innovative technologies and approaches for case detection, treatment seeking and treatment adherence interventions for vulnerable and high-risk populations. TB IHSS recently developed and implemented an innovative model of intensified case finding (ICF) of TB in two large hospitals: Batangas Medical Center (during the period August 2019 - February 2020) and Amang Rodriguez Memorial Hospital (during the period September 2019 - March 2020). The model included using CXR and artificial intelligence-read TB triaging among outpatients and their companions; collecting sputum samples on the spot; and using Xpert MTB/Rif for TB diagnosis.
Building on the initial work of TB IHSS, the main objective of this good practice and promising intervention (GPPI), documentation is to retrospectively estimate the incremental cost effectiveness ratio (ICER) of AI-read CXR per disability-adjusted life year (DALY) averted in BCTB cases detected in the ICF, compared to TB symptom screening alone and/or CXR by human readers. The documentation should provide clear, concise findings and recommendations for the Government of the Philippines and other stakeholders to implement moving forward.
CLAimHealth will collect data for the cost effectiveness analysis through a retrospective, mixed method approach, using quantitative (primarily) and qualitative evidence gathered from TB IHSS's pilot study, including databases, records, and related reports. Panagora Group seeks a senior-level team leader to lead the analysis of data and information, and to present and prepare a report.
Duties and Responsibilities
Prepare the documentation inception report. This should include a desk review of the TB IHSS study findings to better inform the development of the economic evaluation protocol and determine if the cost data allow for generalization to the rest of the country.
Prepare brief progress reports, which may include status updates of activities, and as the documentation process continues, a draft outline and sections of the report.
Conduct a desk review of available data sets, records, reports, and other narratives related to the TB IHSS pilot study.
Join virtual meetings and coordinate with TB IHSS and CLAimHealth to complete tasks on time, leverage efforts, and avoid duplication of TB IHSS's work.
At the discretion of the consultant, conduct virtual key informant interviews and/or focus group discussions.
Use modeling and qualitative findings to explore and explain costs and health outcomes with and without the TB IHSS intervention.
Write the preliminary and final reports based on the agreed outline, schedule, and feedback from CLAimHealth and TB IHSS. Ample visual graphics of the analysis should be included.
Respond to comments from stakeholders after their review of the preliminary presentation and report and complete all revisions.
Present the documentation results and conclusions to stakeholders.
Requirements
At least 5 years of experience in health or clinical economics, research, and/or evaluation studies. Specific experience in health/clinical economics and/or tuberculosis is preferred
Master's degree or higher in any of the following: economics, public health, epidemiology, medical anthropology, health sociology, or health social science
Excellent oral and written communication skills in English
Excellent analytic skills
Relevant publications/technical reports (at least 3)
