Job Description:
Background
The goal of CLAimHealth is to improve the health of underserved Filipinos through the effective implementation of USAID's Health Project (HP) (2019-2024). CLAimHealth can achieve this by generating and using high quality monitoring and evaluation data, as well as through continuous learning and adapting to changing contexts and new knowledge. The USAID HP consists of activities that span both technical areas and health systems strengthening. Its priorities at the technical level focus on family planning and adolescent reproductive health (FP/ARH), tuberculosis including MDR-TB, community-based drug rehabilitation (CBDR), and health systems strengthening (HSS)-fostering good practices in behavior change, quality improvement, and equitable access to services, while working with the Philippine's Department of Health (DOH) to develop and scale up effective innovations in service delivery, technologies, and partnerships.
Throughout the project cycle, USAID underscores the need to ensure and assess the quality of collected and reported data from its implementing partners. To ensure the generation of high-quality data during program implementation, CLAimHealth assists USAID Office of Health (OH) in the planning and the conduct of USAID Data Quality Assessment (DQA), as needed. Panagora Group seeks a DQA Consultant to support OH and CLAimHealth in assessing the data quality of the HP's quality improvement (QI) indicator and the two gender indicators.
Duties and Responsibilities
The objectives of the short-term technical assistance on the conduct of DQA are:
Support USAID OH in implementing on-site and remote M&E methods consistent with the guidance provided by USAID Washington .
Support USAID OH in assessing the data quality of selected Health Project Performance Indicators (HPPIs) in terms of validity, timeliness, integrity, reliability, and precision.
Support USAID OH in identifying interventions to resolve data quality issues of HPPIs.
Review and understand recording and reporting protocols of USAID, the HP results framework, Activity Monitoring, Evaluation, and Learning (MEL) Plan, HPPIs for DQA, and knowledge products that were developed and trainings that were conducted in relation to the selected indicators.
Coordinate with key stakeholders on the schedule of person-to-person interviews and collection of the means of verification (MOVs)
Co-develop with key stakeholders on the specific DQA guide questions/ discussion points for the key informant interviews (KIIs) in relation to the selected HPPIs for DQA.
Finalize the indicator-specific data collection tools with OH.
Assist USAID OH and CLAimHealth in validating performance data submitted by the HP implementing partners against the MOVs.
Prepare a report on the DQA activities, including completion of the DQA Checklist for each of the selected HPPIs with OH/AORs, and a synthesis, discussion, and recommendations based on these activities.
Requirements
MS/MA degree in a relevant discipline but with a health focus (health, public health and management, economics, public policy, development studies, social sciences) preferred.
At least 5 years of relevant experience in public health programs and/or gender equality, particularly with previous experience in design, data collection, M&E, data validation, and analysis of quantitative and qualitative research. Experience in gender equality programs and/or indicators preferred.
Excellent communication skills in English and Filipino, and excellent writing skills in English.
Familiarity with specific data sets and indicators related to any of the following: TB, FP/MCH, CBDR, human resources for health, procurement and supply chain management, health financing, QI, and gender equality.
Experience working with USAID OH is an advantage.
Reports to: The DQA Consultant will report to the CLAimHealth Data Management and Analysis Specialist.
Level of Effort: This is a short-term position based in Manila, Philippines and is 30 days.
