Job Description:
The SHE Specialist is responsible for providing assistance to the Safety Supervisor in the implementation of health and safety programs, processes and procedures in accordance with the Company standards and government-mandated health and safety regulations and standards.
Responsibilities:
Assist in the conduct of safety training and orientations to employees and visitors
Assist in the implementation of safety activities in the plant, such as safety competitions, safety awareness through advertisement and safety themes
Assist in the conduct of emergency drills in the plant
Assist in the formulation of safety policies, procedures and programs for the plant
Conduct regular site inspection of the whole facility with Safety Technicians and consolidate results of inspections on safety equipment
Conduct incident investigations based on incident notifications received from other departments and prepare Incident Report for submission to Manager
Assist in the conduct of hazard identification and risk assessment
Issue safety alerts to plant personnel where there are imminent threats
Conduct audits on existing safety programs being implemented and prepare report on compliance and recommendations for improvement
Assist Operations in the inspection of PPEs and safety devices
Monitor and review Safety Technicians' daily reports and notify concerned departments on findings
Escort representatives of government regulatory agencies around the facility during site inspection
Assist in coordinating with DOLE Safety Standards Bureaus, Bureau of Fire Protection, PNP and other government agencies in compliance to safety legal requirements
Issue Work Permits approved by Safety Supervisor to Contractors prior to start of any project works
Assist in the implementation of approved safety programs to plant's contractors
Assist in the monitoring of the validity of licenses and permits to operate equipment and notify superior of expiry dates for proper renewal
Prepare monthly report on Operations and Maintenance safety performance
Prepare regular mandated safety reports for DOLE and to Philippine Ports Authority
Consolidate audit findings as submitted by Audit team and inspection checklists and submit to Safety Supervisor
Update safety statistics and safety records of the plant
Maintain the Health and Safety Training Records of personnel
Coordinate with the facility's clinic in determining health statistics of employees
Comply with occupational safety and health as well as environmental rules and regulations to prevent accidents, illness, and adverse effects on the environment
Comply with housekeeping policies within his/her area of responsibility during assigned shift to maintain standards of cleanliness and orderliness of plant equipment and premises
Deliver the relevant administrative, human resources and other support functions inherent and expected from a team leader
Extend relevant support to other departments such as, but not limited to cascading and/or adopting initiatives, programs, projects and activities
Conform to the company's Quality, Environmental, Occupational Health and Safety, and Information Security Management Systems policies, standards, procedures, and guidelines based on ISO 9001, ISO 14001, OHSAS 18001, and ISO 27001 Standards
Requirements
Qualifications
Bachelor's degree in Engineering, preferably Electrical or Mechanical
At least 3 years of experience in safety, health and environment management in a power plant or similar industry
Certified Safety Officer by DOLE
Knowledgeable in safety, health and environment laws and regulations
Proficient in Microsoft Office applications
Good communication and interpersonal skills
Able to work independently and in a team
Able to handle multiple tasks and prioritize effectively
Able to work under pressure and meet deadlines
Willing to work in Mindanao
