Your Role and Responsibilities
The proposal manger (PrPM) will take overall ownership of the "RFS" proposal response document, lead meetings to develop a solution, generate a Cost Case, produce a Statement of Work, and lead negotiations with customers.
Take business direction from the Client Affinity Manager, Portfolio Manager, or an appropriate Account Executive.
The PrPM is expected to work North American Eastern Time zone business hours.
When the RFS is accepted, the PrPM will conduct the transition of the signed RFS proposal to the appropriate delivery team, process the RFS contract and collect proposal artifacts.
The PrPM will have customer facing responsibility during RFS development phase until that proposal is acceptance by the customer. In addition, she/he will coordinate the solution development with a customer account team and other subject matter experts.
The PrPM is expected to produce RFS documents that are complete, clearly written, and ensure that both the scope and completion criteria are explicitly defined in the document.
Produce a Cost Case estimate that is accurate within +/- 5% of the actual delivered cost.
The PrPM is expected to deliver RFS proposal document within the customers SLA.
Coordinate among solution architects, account specialists and SME to produce an accurate and complete RFS.
Provide weekly reports on the status of RFS that are "work in progress", that are ready for signature, that have been signed, and the number that were rejected.
Perform validation on the proposed solution with independent experts. Obtain approval for the cost case with senior managers.
Strive for continuous improvements and increased customers satisfaction with the RFS proposal development process.
Participate in customer satisfaction surveys, customer feedback meetings, internal audits, lessons learned, or other similar activities.
Demonstrate an understanding of the QA proposal review process, proposal pricing process. In all RFS documents, utilize the correct contract language terminology.
Be able to provide cross-team coordination to complete tasks in a timely manner.
Understand and demonstrate a working knowledge of the department's mission.
The PrPM will recognize complex problems, analyze situations, and resolve issues.
Maintain a high standard of written and oral communications.
Adapt to new assignments, processes and methods as required.
Understand and work effectively in a matrixed environment.
Provide support to team members.
Chair internal stakeholder meetings and participate in customer meetings where required.
Acts as primary interface within the IBM organization to produce a complete RFS, i.e., ADDPRICE, IBM Legal, etc. as needed.
Drive consistency and standards for RFS proposal development.
Develop insight and understanding of infrastructure architecture and why architecture decisions are made.
Utilize a risk mitigation process to reduce the risk of cost overruns or underpricing of proposals.
Give price quotes that are within delegated authority.
Ensures usage of IBM approved contract language in all proposal documents.
Adheres to the IBM Customer Services Evaluation Guide and completes an Open Source Software Assessment for each proposal.
Utilizes, where needed, the Engineering and Environment Affairs Questionnaire.
Creates an IBM Box for customer RFS document artifacts, and ensure they are available for audit compliance checks.
The PrPM is expected to be capable of working with the following IBM tools: IBM Box, Verse, Slack, Webex, IPWC, IPPF, PGMP, TRAM, and BOND.
